中共中央 國務院關于深化產業工人隊伍建設改革的意見

  產(chan)(chan)業(ye)工(gong)(gong)人(ren)是(shi)(shi)工(gong)(gong)人(ren)階級的(de)主體力量(liang)(liang),是(shi)(shi)創造社會財富的(de)中堅力量(liang)(liang),是(shi)(shi)實(shi)施(shi)創新驅動發展(zhan)戰略(lve)、加(jia)快建設(she)制(zhi)造強國(guo)的(de)骨干力量(liang)(liang)。為推動產(chan)(chan)業(ye)工(gong)(gong)人(ren)隊伍建設(she)改革(ge)走深(shen)走實(shi),現提出(chu)如下意見。


  一、總體要求


  堅持以習近(jin)平新時代中(zhong)國(guo)特(te)色社會主義思想為指導(dao),全(quan)(quan)面貫徹(che)黨(dang)的(de)二十大和二十屆(jie)二中(zhong)、三中(zhong)全(quan)(quan)會精神,深(shen)入貫徹(che)習近(jin)平總(zong)書記關于工人階(jie)(jie)級和工會工作的(de)重要論述,堅持和加強黨(dang)的(de)全(quan)(quan)面領(ling)導(dao),堅持全(quan)(quan)心全(quan)(quan)意(yi)(yi)依靠(kao)工人階(jie)(jie)級的(de)根(gen)本方(fang)針,深(shen)刻領(ling)悟“兩個(ge)(ge)確立”的(de)決定性意(yi)(yi)義,增強“四(si)個(ge)(ge)意(yi)(yi)識”、堅定“四(si)個(ge)(ge)自信(xin)”、做到“兩個(ge)(ge)維護”,堅持系統觀念、問題導(dao)向(xiang)、守正創(chuang)新,深(shen)化產(chan)業工人隊(dui)伍建設(she)改革,團(tuan)結(jie)引導(dao)產(chan)業工人在中(zhong)國(guo)式現代化建設(she)中(zhong)發揮(hui)主力軍作用。


  主(zhu)要目標是:通過深化產業(ye)(ye)(ye)(ye)工(gong)(gong)人(ren)(ren)隊(dui)(dui)伍建設(she)改革,思想政治引領更加扎(zha)實,產業(ye)(ye)(ye)(ye)工(gong)(gong)人(ren)(ren)聽黨(dang)話跟黨(dang)走的(de)信(xin)念更加堅(jian)定,干事創業(ye)(ye)(ye)(ye)的(de)激情動(dong)力更加高漲(zhang),主(zhu)人(ren)(ren)翁(weng)地位更加顯(xian)著,成就感獲(huo)得感幸福感進一步增(zeng)強;勞動(dong)光(guang)榮、技(ji)能(neng)寶貴(gui)、創造偉(wei)大的(de)社會氛圍(wei)更加濃厚;產業(ye)(ye)(ye)(ye)工(gong)(gong)人(ren)(ren)綜合素(su)質明顯(xian)提升,大國工(gong)(gong)匠、高技(ji)能(neng)人(ren)(ren)才(cai)(cai)不(bu)斷(duan)涌(yong)現,知識型(xing)技(ji)能(neng)型(xing)創新型(xing)產業(ye)(ye)(ye)(ye)工(gong)(gong)人(ren)(ren)隊(dui)(dui)伍不(bu)斷(duan)壯大。力爭到2035年,培養(yang)(yang)造就2000名(ming)左右大國工(gong)(gong)匠、10000名(ming)左右省級(ji)工(gong)(gong)匠、50000名(ming)左右市(shi)級(ji)工(gong)(gong)匠,以(yi)培養(yang)(yang)更多大國工(gong)(gong)匠和各級(ji)工(gong)(gong)匠人(ren)(ren)才(cai)(cai)為引領,帶動(dong)一流產業(ye)(ye)(ye)(ye)技(ji)術工(gong)(gong)人(ren)(ren)隊(dui)(dui)伍建設(she),為以(yi)中(zhong)國式現代化全(quan)面推進強國建設(she)、民族復興偉(wei)業(ye)(ye)(ye)(ye)提供有力人(ren)(ren)才(cai)(cai)保障和技(ji)能(neng)支(zhi)撐。


  二、強化思想政治引領,團結引導產業工人堅定不移聽黨話跟黨走


(一(yi))持(chi)(chi)(chi)續強化產業工(gong)人隊伍思(si)(si)想(xiang)(xiang)政(zheng)治工(gong)作。堅持(chi)(chi)(chi)不(bu)懈用習近平新(xin)時代中國特(te)色社(she)(she)會(hui)主(zhu)義思(si)(si)想(xiang)(xiang)凝(ning)心(xin)鑄魂,推動(dong)黨的創新(xin)理論在(zai)產業工(gong)人中落地生根(gen),結合實際做好網上思(si)(si)想(xiang)(xiang)政(zheng)治引領,持(chi)(chi)(chi)續抓好主(zhu)題宣傳教育,開展普(pu)遍輪訓。鼓勵(li)支持(chi)(chi)(chi)大(da)國工(gong)匠、高技(ji)能人才(cai)參加國情研修,鼓勵(li)支持(chi)(chi)(chi)產業工(gong)人參加青年馬克思(si)(si)主(zhu)義者培養(yang)工(gong)程,深化社(she)(she)會(hui)主(zhu)義核心(xin)價值觀教育,筑(zhu)牢團結奮斗的共同(tong)思(si)(si)想(xiang)(xiang)基礎。


(二)加強產業(ye)(ye)工人隊伍黨(dang)建(jian)工作(zuo)。加強企(qi)業(ye)(ye)黨(dang)組織(zhi)建(jian)設。加強新經(jing)濟(ji)組織(zhi)、新就業(ye)(ye)群體黨(dang)建(jian)工作(zuo),及時有效擴大黨(dang)的(de)組織(zhi)覆蓋和工作(zuo)覆蓋。持續解決(jue)國有企(qi)業(ye)(ye)黨(dang)員空白(bai)班組問題。加強在(zai)產業(ye)(ye)工人中發(fa)展黨(dang)員,注(zhu)重把生產經(jing)營(ying)骨干(gan)培養成黨(dang)員。


(三)大力(li)弘(hong)揚勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)(mo)精神(shen)(shen)、勞(lao)(lao)(lao)(lao)(lao)(lao)動(dong)(dong)精神(shen)(shen)、工(gong)匠(jiang)(jiang)(jiang)精神(shen)(shen)。做實“中(zhong)國夢·勞(lao)(lao)(lao)(lao)(lao)(lao)動(dong)(dong)美”主(zhu)題(ti)宣(xuan)傳(chuan)教育。在勞(lao)(lao)(lao)(lao)(lao)(lao)動(dong)(dong)模(mo)(mo)范、五一勞(lao)(lao)(lao)(lao)(lao)(lao)動(dong)(dong)獎章(zhang)、青年五四獎章(zhang)、三八(ba)紅旗手(shou)等評選工(gong)作(zuo)中(zhong),加大對產業工(gong)人的宣(xuan)傳(chuan)力(li)度。深入開展“勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)(mo)工(gong)匠(jiang)(jiang)(jiang)進(jin)(jin)校(xiao)園”行動(dong)(dong),把勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)(mo)精神(shen)(shen)、勞(lao)(lao)(lao)(lao)(lao)(lao)動(dong)(dong)精神(shen)(shen)、工(gong)匠(jiang)(jiang)(jiang)精神(shen)(shen)納入大思政(zheng)課工(gong)作(zuo)體(ti)系,支持在大中(zhong)小學設立勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)(mo)工(gong)匠(jiang)(jiang)(jiang)兼職(zhi)輔(fu)導員(yuan),在職(zhi)業學校(xiao)(含技工(gong)院(yuan)校(xiao),下同)開設“勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)(mo)工(gong)匠(jiang)(jiang)(jiang)大講堂”,在高(gao)等學校(xiao)設立勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)(mo)工(gong)匠(jiang)(jiang)(jiang)兼職(zhi)導師。組(zu)織開展勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)(mo)工(gong)匠(jiang)(jiang)(jiang)進(jin)(jin)企業、進(jin)(jin)社區(qu)、進(jin)(jin)機(ji)關(guan)宣(xuan)傳(chuan)活動(dong)(dong)。


  三、發展全過程人民民主,保障產業工人主人翁地位


(四)落(luo)實(shi)產業(ye)工人(ren)(ren)(ren)參與(yu)國家治理(li)的(de)制度。落(luo)實(shi)保障(zhang)產業(ye)工人(ren)(ren)(ren)主(zhu)人(ren)(ren)(ren)翁地位的(de)制度安排。組織開展黨(dang)的(de)代表(biao)大會代表(biao)和(he)委(wei)(wei)員(yuan)(yuan)會委(wei)(wei)員(yuan)(yuan)、人(ren)(ren)(ren)大代表(biao)、政(zheng)協(xie)委(wei)(wei)員(yuan)(yuan)、群團(tuan)組織代表(biao)大會代表(biao)和(he)委(wei)(wei)員(yuan)(yuan)會委(wei)(wei)員(yuan)(yuan)中(zhong)的(de)產業(ye)工人(ren)(ren)(ren)教育(yu)培訓。引(yin)導產業(ye)工人(ren)(ren)(ren)依(yi)法行使民主(zhu)權利,有(you)序參與(yu)國家治理(li)、社會治理(li)、基層治理(li)。


(五)完善企(qi)業(ye)(ye)民主(zhu)管理制度。健全以職(zhi)(zhi)工(gong)(gong)代表大會為(wei)基本形式的企(qi)事業(ye)(ye)單位(wei)民主(zhu)管理制度,涉及產(chan)(chan)業(ye)(ye)工(gong)(gong)人切身利(li)益(yi)的重大事項必須(xu)依法依章(zhang)程經職(zhi)(zhi)工(gong)(gong)代表大會審(shen)議通(tong)過。堅(jian)持和完善職(zhi)(zhi)工(gong)(gong)董事、職(zhi)(zhi)工(gong)(gong)監事制度,深化(hua)廠務公開(kai),積極利(li)用數(shu)字技(ji)術為(wei)產(chan)(chan)業(ye)(ye)工(gong)(gong)人民主(zhu)參與提供更為(wei)精準(zhun)便捷的服務。


(六)健全(quan)勞(lao)(lao)動(dong)關(guan)(guan)(guan)(guan)系(xi)協商協調機制。全(quan)面落實勞(lao)(lao)動(dong)合(he)(he)同制度,推(tui)(tui)進集體協商和集體合(he)(he)同制度。建(jian)立(li)健全(quan)各級協調勞(lao)(lao)動(dong)關(guan)(guan)(guan)(guan)系(xi)三方委員(yuan)會(hui),發(fa)揮國(guo)家協調勞(lao)(lao)動(dong)關(guan)(guan)(guan)(guan)系(xi)三方機制、地方政(zheng)府(fu)和同級工(gong)(gong)會(hui)聯席會(hui)議(yi)制度作用,把推(tui)(tui)進產業工(gong)(gong)人隊(dui)伍建(jian)設改革(ge)列入重要議(yi)程。完善基層勞(lao)(lao)動(dong)關(guan)(guan)(guan)(guan)系(xi)治理機制,提(ti)升勞(lao)(lao)動(dong)關(guan)(guan)(guan)(guan)系(xi)公共(gong)服(fu)務水平,開展全(quan)國(guo)基層勞(lao)(lao)動(dong)關(guan)(guan)(guan)(guan)系(xi)公共(gong)服(fu)務站(zhan)點標(biao)準(zhun)化工(gong)(gong)作。推(tui)(tui)進區域(yu)和諧(xie)勞(lao)(lao)動(dong)關(guan)(guan)(guan)(guan)系(xi)高質量(liang)發(fa)展改革(ge)創新試點。積極推(tui)(tui)進行業、企(qi)業和工(gong)(gong)業園區構建(jian)和諧(xie)勞(lao)(lao)動(dong)關(guan)(guan)(guan)(guan)系(xi)。


(七)加(jia)強對產(chan)業工(gong)人主人翁地位的(de)宣傳(chuan)引(yin)導。主流媒體要(yao)加(jia)大(da)對產(chan)業工(gong)人主人翁地位的(de)宣傳(chuan)力度,創作出版、制作播出更多(duo)反映產(chan)業工(gong)人風貌的(de)優秀文學(xue)藝術、網(wang)絡視聽和影視作品等,營造崇尚勞(lao)模、尊重(zhong)勞(lao)動(dong)、尊崇工(gong)匠的(de)社會(hui)氛圍。


  四、適應新型工業化發展需求,完善產業工人技能形成體系


(八(ba))推動現代(dai)職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育(yu)高質(zhi)量(liang)發展。加快構建職(zhi)普融通、產(chan)教(jiao)(jiao)(jiao)融合的職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育(yu)體系(xi)。堅持以教(jiao)(jiao)(jiao)促產(chan)、以產(chan)助教(jiao)(jiao)(jiao)、產(chan)教(jiao)(jiao)(jiao)融合、產(chan)學(xue)合作,培(pei)育(yu)一批行業(ye)(ye)領先的產(chan)教(jiao)(jiao)(jiao)融合型企業(ye)(ye),打造一批核心課程(cheng)、優(you)質(zhi)教(jiao)(jiao)(jiao)材、教(jiao)(jiao)(jiao)師團隊、實(shi)(shi)踐項目。實(shi)(shi)施現代(dai)職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育(yu)質(zhi)量(liang)提(ti)升計劃、職(zhi)業(ye)(ye)學(xue)校教(jiao)(jiao)(jiao)師素質(zhi)提(ti)高計劃,支持大國工匠、高技能人才兼任職(zhi)業(ye)(ye)學(xue)校實(shi)(shi)習實(shi)(shi)訓教(jiao)(jiao)(jiao)師。提(ti)升辦(ban)學(xue)條件和教(jiao)(jiao)(jiao)學(xue)能力,創建一批具有較高國際(ji)化(hua)水平(ping)的職(zhi)業(ye)(ye)學(xue)校。


(九)加大復合型(xing)技(ji)術技(ji)能人(ren)(ren)才(cai)培養(yang)力度(du)。健全(quan)產業工(gong)人(ren)(ren)終身職(zhi)業技(ji)能培訓制度(du),為發(fa)(fa)展新質生(sheng)產力、推動(dong)高質量發(fa)(fa)展培養(yang)急需人(ren)(ren)才(cai)。大力實施技(ji)能中國(guo)行(xing)動(dong)、職(zhi)業教育(yu)現(xian)場工(gong)程師專項培養(yang)計(ji)劃、青年技(ji)能人(ren)(ren)才(cai)鍛造(zao)行(xing)動(dong),全(quan)面推進(jin)工(gong)學一體化(hua)技(ji)能人(ren)(ren)才(cai)培養(yang)模式。


(十)落實企(qi)業(ye)(ye)(ye)培養產(chan)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)人(ren)的責(ze)任。構建以企(qi)業(ye)(ye)(ye)為(wei)主體(ti)、職業(ye)(ye)(ye)學校為(wei)基礎,政府推(tui)動(dong)、社會(hui)支(zhi)持、工(gong)(gong)(gong)(gong)會(hui)參與(yu)的技(ji)能人(ren)才(cai)培養體(ti)系。鼓勵大型企(qi)業(ye)(ye)(ye)制定技(ji)能人(ren)才(cai)發展戰略,健全產(chan)業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)人(ren)培訓制度,積(ji)極開(kai)展公共職業(ye)(ye)(ye)技(ji)能培訓。企(qi)業(ye)(ye)(ye)按規定足額(e)提取(qu)和(he)使用(yong)職工(gong)(gong)(gong)(gong)教(jiao)育(yu)經(jing)費,確保60%以上用(yong)于一線職工(gong)(gong)(gong)(gong)教(jiao)育(yu)和(he)培訓。發揮工(gong)(gong)(gong)(gong)會(hui)系統、行業(ye)(ye)(ye)協會(hui)、社會(hui)培訓機構作用(yong),幫(bang)助中小企(qi)業(ye)(ye)(ye)開(kai)展技(ji)能培訓。


(十(shi)一)促進產(chan)業工(gong)(gong)人(ren)(ren)(ren)知識更新和學歷(li)提升(sheng)。實施(shi)產(chan)業工(gong)(gong)人(ren)(ren)(ren)繼續教育項目,鼓勵(li)更多高(gao)(gao)等學校(xiao)、開放(fang)大(da)學開設勞(lao)(lao)模(mo)和工(gong)(gong)匠人(ren)(ren)(ren)才、高(gao)(gao)技能(neng)人(ren)(ren)(ren)才學歷(li)教育班、高(gao)(gao)級研修(xiu)班,舉辦勞(lao)(lao)模(mo)工(gong)(gong)匠創新培(pei)訓營,持(chi)續深化(hua)勞(lao)(lao)模(mo)工(gong)(gong)匠、高(gao)(gao)技能(neng)人(ren)(ren)(ren)才境外培(pei)訓和國(guo)際交(jiao)流活動。發揮(hui)國(guo)家各類職業教育智(zhi)(zhi)慧(hui)教育平(ping)臺(tai)作(zuo)用。打造全國(guo)產(chan)業工(gong)(gong)人(ren)(ren)(ren)智(zhi)(zhi)能(neng)化(hua)技能(neng)學習(xi)平(ping)臺(tai)。充分(fen)發揮(hui)工(gong)(gong)人(ren)(ren)(ren)文(wen)化(hua)宮等社會公益陣地(di)作(zuo)用,向農民工(gong)(gong)、新就(jiu)業形態勞(lao)(lao)動者提供普惠制(zhi)、普及(ji)性技能(neng)培(pei)訓服務。


  五、健全職業發展體系,促進產業工人成長成才


(十(shi)二)暢通產業工人(ren)向上發展通道(dao)。建立以創(chuang)新能(neng)力、質量、實(shi)效、貢獻為導(dao)向,注重(zhong)勞模(mo)精神(shen)、勞動精神(shen)、工匠精神(shen)培育和職業道(dao)德養成的(de)技(ji)能(neng)人(ren)才(cai)(cai)(cai)評價體系。把(ba)大國(guo)工匠、高技(ji)能(neng)人(ren)才(cai)(cai)(cai)納入(ru)黨管人(ren)才(cai)(cai)(cai)總體安排(pai)統籌考慮,支持各(ge)地將急需緊缺技(ji)能(neng)人(ren)才(cai)(cai)(cai)納入(ru)人(ren)才(cai)(cai)(cai)引進目錄。深(shen)入(ru)實(shi)施職業技(ji)能(neng)等級(ji)認定提(ti)質擴面行動。健全“新八(ba)級(ji)工”職業技(ji)能(neng)等級(ji)制度。


(十三)貫通產(chan)(chan)業(ye)工人(ren)(ren)橫向(xiang)發展機制。引導(dao)企業(ye)建(jian)立健全產(chan)(chan)業(ye)工人(ren)(ren)職(zhi)業(ye)生涯指導(dao)計劃。推進學(xue)歷(li)教育學(xue)習(xi)成果(guo)、非(fei)學(xue)歷(li)教育學(xue)習(xi)成果(guo)、職(zhi)業(ye)技(ji)能(neng)等級學(xue)分轉換互認。建(jian)立職(zhi)業(ye)資(zi)格、職(zhi)業(ye)技(ji)能(neng)等級與相(xiang)應職(zhi)稱(cheng)、學(xue)歷(li)的雙向(xiang)比(bi)照認定(ding)制度,健全專業(ye)技(ji)術崗(gang)位(wei)(wei)、經(jing)營(ying)管理(li)崗(gang)位(wei)(wei)、技(ji)能(neng)崗(gang)位(wei)(wei)互相(xiang)貫通的長效(xiao)機制。


  六、維護勞動經濟權益,增強產業工人成就感獲得感幸福感


(十四)提(ti)(ti)高(gao)產業(ye)(ye)工(gong)(gong)人(ren)(ren)經濟收入(ru)。堅持(chi)多(duo)(duo)勞(lao)者(zhe)(zhe)多(duo)(duo)得(de)(de)、技高(gao)者(zhe)(zhe)多(duo)(duo)得(de)(de)、創新(xin)者(zhe)(zhe)多(duo)(duo)得(de)(de),進一步完善收入(ru)分(fen)配制(zhi)度,提(ti)(ti)高(gao)勞(lao)動報(bao)酬在(zai)初次(ci)分(fen)配中的(de)(de)比重。完善產業(ye)(ye)工(gong)(gong)人(ren)(ren)工(gong)(gong)資(zi)決定、合(he)理增長、支付保障機制(zhi),健(jian)全按要素分(fen)配政策(ce)制(zhi)度。多(duo)(duo)措(cuo)并舉推動企業(ye)(ye)建立健(jian)全基于崗位(wei)價(jia)(jia)值、能(neng)(neng)力素質、創新(xin)創造、業(ye)(ye)績貢獻的(de)(de)技能(neng)(neng)人(ren)(ren)才(cai)薪(xin)(xin)酬分(fen)配制(zhi)度,以(yi)提(ti)(ti)高(gao)技能(neng)(neng)人(ren)(ren)才(cai)薪(xin)(xin)酬待遇為重點(dian)開(kai)展工(gong)(gong)資(zi)集體協(xie)商,探索對大國工(gong)(gong)匠(jiang)、高(gao)技能(neng)(neng)人(ren)(ren)才(cai)實行年薪(xin)(xin)制(zhi)、協(xie)議工(gong)(gong)資(zi)制(zhi)和股權激勵等(deng)。指導(dao)有條件(jian)的(de)(de)地區發布分(fen)職業(ye)(ye)(工(gong)(gong)種(zhong)、崗位(wei))、分(fen)技能(neng)(neng)等(deng)級的(de)(de)工(gong)(gong)資(zi)價(jia)(jia)位(wei)信息。


(十五)加強(qiang)產(chan)業(ye)工人(ren)(ren)服(fu)務保(bao)(bao)(bao)障(zhang)(zhang)。建立以社會(hui)保(bao)(bao)(bao)障(zhang)(zhang)卡為(wei)(wei)載體的產(chan)業(ye)工人(ren)(ren)電(dian)子檔案,實(shi)現培(pei)訓信息(xi)與就(jiu)業(ye)、社會(hui)保(bao)(bao)(bao)障(zhang)(zhang)信息(xi)聯通(tong)共享、服(fu)務事項一網通(tong)辦。督促企業(ye)與產(chan)業(ye)工人(ren)(ren)簽(qian)訂書(shu)面勞(lao)動(dong)(dong)(dong)合(he)同。嚴格(ge)規范勞(lao)務派遣(qian)用(yong)工,保(bao)(bao)(bao)障(zhang)(zhang)勞(lao)動(dong)(dong)(dong)者(zhe)合(he)法(fa)(fa)權益。堅持和(he)發展新時(shi)代(dai)“楓(feng)橋經驗”,完善勞(lao)動(dong)(dong)(dong)爭議多(duo)元處理機(ji)制,妥善化解勞(lao)動(dong)(dong)(dong)領域(yu)矛(mao)盾糾紛。強(qiang)化勞(lao)動(dong)(dong)(dong)保(bao)(bao)(bao)障(zhang)(zhang)監(jian)察(cha)執法(fa)(fa),加強(qiang)與勞(lao)動(dong)(dong)(dong)人(ren)(ren)事爭議調解仲(zhong)裁聯動(dong)(dong)(dong),依法(fa)(fa)糾治(zhi)勞(lao)動(dong)(dong)(dong)領域(yu)違(wei)法(fa)(fa)侵權行為(wei)(wei)。


(十六)有效維護產(chan)業(ye)(ye)工人(ren)安(an)全(quan)健康權益。壓實(shi)企業(ye)(ye)安(an)全(quan)生產(chan)責任,實(shi)施高(gao)(gao)危行(xing)業(ye)(ye)領域從業(ye)(ye)人(ren)員安(an)全(quan)技能提升專項(xiang)行(xing)動(dong),發揮職工代表(biao)大會對企業(ye)(ye)安(an)全(quan)生產(chan)工作的監督作用。加強(qiang)對高(gao)(gao)危行(xing)業(ye)(ye)建設項(xiang)目(mu)的勞動(dong)安(an)全(quan)保(bao)護。加強(qiang)職業(ye)(ye)病防治(zhi)。督促企業(ye)(ye)依法落實(shi)工時和休息(xi)休假制度(du)(du),健全(quan)并落實(shi)產(chan)業(ye)(ye)工人(ren)療養休養制度(du)(du),促進產(chan)業(ye)(ye)工人(ren)身心健康。


(十七(qi))做(zuo)好(hao)新就業(ye)(ye)形態(tai)勞動(dong)者維權(quan)服(fu)務(wu)工(gong)(gong)作。研究推動(dong)新就業(ye)(ye)形態(tai)領域立(li)法。全(quan)面推行(xing)工(gong)(gong)會勞動(dong)法律(lv)監督“一函(han)兩書”,加強對平臺(tai)(tai)企(qi)業(ye)(ye)和平臺(tai)(tai)用工(gong)(gong)合作企(qi)業(ye)(ye)的監管。積(ji)極做(zuo)好(hao)新就業(ye)(ye)形態(tai)勞動(dong)者建(jian)會入會和維權(quan)服(fu)務(wu)工(gong)(gong)作,暢通(tong)訴求表(biao)達渠(qu)道,解(jie)決急難(nan)愁盼(pan)問題。健(jian)全(quan)靈活就業(ye)(ye)人員、農民工(gong)(gong)、新就業(ye)(ye)形態(tai)勞動(dong)者社保(bao)制(zhi)度,擴大新就業(ye)(ye)形態(tai)勞動(dong)者職業(ye)(ye)傷害保(bao)障試(shi)點。推動(dong)平臺(tai)(tai)企(qi)業(ye)(ye)建(jian)立(li)與工(gong)(gong)會、勞動(dong)者代(dai)表(biao)常態(tai)化溝通(tong)協商機制(zhi)。


  七、搭建建功立業平臺,發揮產業工人主力軍作用


(十八(ba))深(shen)入開展勞(lao)動(dong)和技能(neng)競(jing)賽。圍繞重(zhong)大戰略、重(zhong)大工程、重(zhong)大項目、重(zhong)點產(chan)(chan)業(ye),廣泛開展各層(ceng)級多形(xing)式(shi)的(de)競(jing)賽活動(dong)。持(chi)續辦(ban)好各級各類職業(ye)技能(neng)賽事活動(dong)。支持(chi)企業(ye)開展形(xing)式(shi)多樣的(de)勞(lao)動(dong)競(jing)賽、技能(neng)比(bi)武,不(bu)斷激發產(chan)(chan)業(ye)工人(ren)投身推動(dong)高質(zhi)量(liang)發展的(de)積極(ji)性(xing)主動(dong)性(xing)創造(zao)性(xing)。


(十九)激發(fa)產業工(gong)人創新創造活力。鼓勵(li)產業工(gong)人立足工作(zuo)崗(gang)位、解決現場實際問題(ti),廣泛開(kai)展面(mian)向生產全過程的(de)技(ji)(ji)(ji)術(shu)革新(xin)、技(ji)(ji)(ji)術(shu)創(chuang)(chuang)新(xin)、技(ji)(ji)(ji)術(shu)攻關、技(ji)(ji)(ji)術(shu)創(chuang)(chuang)造和(he)小(xiao)發(fa)明(ming)、小(xiao)創(chuang)(chuang)造、小(xiao)革新(xin)、小(xiao)設(she)計(ji)、小(xiao)建議等(deng)群眾(zhong)性創(chuang)(chuang)新(xin)活(huo)動,完善發(fa)揮企業(ye)班(ban)組作(zuo)用的(de)制度。引導(dao)和(he)支(zhi)持大國工匠、高技(ji)(ji)(ji)能人才參(can)與(yu)重大技(ji)(ji)(ji)術(shu)革新(xin)、科技(ji)(ji)(ji)攻關項目。加(jia)強產業(ye)工人創(chuang)(chuang)新(xin)成(cheng)果知識產權保護,做好產業(ye)工人申報國家科技(ji)(ji)(ji)進步獎(jiang)等(deng)工作(zuo)。


(二十)發揮(hui)勞模和工(gong)(gong)匠(jiang)人才的示范(fan)引(yin)領(ling)作(zuo)(zuo)用。加強勞模工(gong)(gong)匠(jiang)創新(xin)工(gong)(gong)作(zuo)(zuo)室(shi)、技(ji)能大師工(gong)(gong)作(zuo)(zuo)室(shi)、職(zhi)工(gong)(gong)創新(xin)工(gong)(gong)作(zuo)(zuo)室(shi)、青創先鋒工(gong)(gong)作(zuo)(zuo)室(shi)等平(ping)臺(tai)建設(she)。推動在專(zhuan)(zhuan)精(jing)特新(xin)中小企業(ye)(ye)、專(zhuan)(zhuan)精(jing)特新(xin)“小巨(ju)人”企業(ye)(ye)中加強創新(xin)工(gong)(gong)作(zuo)(zuo)室(shi)建設(she)。鼓勵發展跨(kua)區域、跨(kua)行業(ye)(ye)、跨(kua)企業(ye)(ye)的創新(xin)工(gong)(gong)作(zuo)(zuo)室(shi)聯盟(meng)。實施“勞模工(gong)(gong)匠(jiang)助企行”,促進(jin)專(zhuan)(zhuan)精(jing)特新(xin)中小企業(ye)(ye)發展。


  八、壯大產業工人隊伍,不斷鞏固黨長期執政的階級基礎和群眾基礎


(二十一(yi))穩(wen)定(ding)制(zhi)造(zao)(zao)業(ye)產業(ye)工(gong)人(ren)隊伍(wu)。支持制(zhi)造(zao)(zao)業(ye)企(qi)業(ye)圍繞轉(zhuan)型升級和(he)產業(ye)基礎再(zai)造(zao)(zao)工(gong)程項目,實施制(zhi)造(zao)(zao)業(ye)技(ji)能根基工(gong)程和(he)制(zhi)造(zao)(zao)業(ye)人(ren)才支持計劃(hua)。統籌推進制(zhi)造(zao)(zao)業(ye)轉(zhuan)型升級和(he)保持產業(ye)工(gong)人(ren)隊伍(wu)穩(wen)定(ding),支持和(he)引導企(qi)業(ye)加強(qiang)轉(zhuan)崗培訓,提高產業(ye)工(gong)人(ren)多(duo)崗位適應能力。


(二十(shi)二)大力培養(yang)大國(guo)工(gong)匠(jiang)(jiang)(jiang)。實(shi)施(shi)大國(guo)工(gong)匠(jiang)(jiang)(jiang)人才培育工(gong)程。持(chi)續辦好大國(guo)工(gong)匠(jiang)(jiang)(jiang)創新交流大會暨大國(guo)工(gong)匠(jiang)(jiang)(jiang)論壇。加強巾(jin)幗工(gong)匠(jiang)(jiang)(jiang)培養(yang),充分(fen)發(fa)揮(hui)作用(yong)。廣泛深入開展工(gong)匠(jiang)(jiang)(jiang)宣傳,在全社會大力弘揚工(gong)匠(jiang)(jiang)(jiang)精神,講好工(gong)匠(jiang)(jiang)(jiang)故事,按(an)規(gui)定開展表彰工(gong)作。


(二十三)吸引(yin)更多青年加(jia)入產業(ye)工人(ren)隊伍。加(jia)強政策支持和就(jiu)業(ye)指(zhi)導、就(jiu)業(ye)服務,搭(da)建(jian)校企對(dui)接平(ping)臺。改善工作環(huan)境(jing)和勞動條件,豐富(fu)精神文化生活,增(zeng)強制造(zao)業(ye)崗位對(dui)青年的吸引(yin)力(li)。搭(da)建(jian)產業(ye)工人(ren)成(cheng)長發展平(ping)臺,引(yin)導更多大學(xue)生走技能(neng)成(cheng)才、技能(neng)報(bao)國之(zhi)路。


(二十四(si))把農民(min)工(gong)(gong)(gong)培(pei)養(yang)成高(gao)素(su)質現代產業(ye)(ye)工(gong)(gong)(gong)人。圍繞(rao)產業(ye)(ye)轉(zhuan)型升級,加強對農民(min)工(gong)(gong)(gong)的技(ji)能培(pei)訓,廣泛(fan)實施求學圓夢(meng)行(xing)動(dong)。促進(jin)(jin)農民(min)工(gong)(gong)(gong)融入城市,進(jin)(jin)一步放開放寬城市落(luo)戶政策,促進(jin)(jin)進(jin)(jin)城農民(min)工(gong)(gong)(gong)平等享有城鎮基本公(gong)共(gong)服(fu)務(wu)(wu)。加大公(gong)益法律服(fu)務(wu)(wu)惠(hui)及農民(min)工(gong)(gong)(gong)力度,保障合法權(quan)益,促進(jin)(jin)穩定就業(ye)(ye)。


  九、加強組織領導,合力推進產業工人隊伍建設改革


(二(er)十(shi)五(wu))強(qiang)化(hua)(hua)組織(zhi)保障。各級(ji)黨委和政府(fu)要加強(qiang)對產業工(gong)人(ren)(ren)隊伍(wu)建(jian)(jian)設(she)改革的組織(zhi)領導(dao),強(qiang)化(hua)(hua)統籌協調(diao),結合實(shi)際(ji)抓(zhua)好本意(yi)見貫徹落實(shi)。各級(ji)工(gong)會要牽頭抓(zhua)總,各級(ji)產業工(gong)人(ren)(ren)隊伍(wu)建(jian)(jian)設(she)改革組織(zhi)推(tui)(tui)進機(ji)構(gou)要加強(qiang)分(fen)類(lei)指(zhi)導(dao),推(tui)(tui)動形(xing)成工(gong)作合力。推(tui)(tui)動促進產業工(gong)人(ren)(ren)隊伍(wu)建(jian)(jian)設(she)方面(mian)的立(li)法。


(二十六)發(fa)(fa)揮企(qi)(qi)業(ye)作用。強化(hua)國(guo)有(you)企(qi)(qi)業(ye)政(zheng)治責(ze)任,充分(fen)發(fa)(fa)揮中央企(qi)(qi)業(ye)和地方(fang)大型國(guo)有(you)企(qi)(qi)業(ye)帶動作用。支持(chi)(chi)民營(ying)企(qi)(qi)業(ye)更好履行社會(hui)責(ze)任。鼓勵企(qi)(qi)業(ye)將產(chan)業(ye)工(gong)人隊伍(wu)建設改(gai)(gai)革(ge)情(qing)況納入企(qi)(qi)業(ye)社會(hui)責(ze)任報告、可持(chi)(chi)續發(fa)(fa)展報告。發(fa)(fa)布推進產(chan)業(ye)工(gong)人隊伍(wu)建設改(gai)(gai)革(ge)藍(lan)皮書。對(dui)推進產(chan)業(ye)工(gong)人隊伍(wu)建設改(gai)(gai)革(ge)成效顯著的企(qi)(qi)業(ye),各級黨委和政(zheng)府以及工(gong)會(hui)等按規定予以表彰和相應政(zheng)策支持(chi)(chi)。


(二十(shi)七)健(jian)全社(she)會支持體系(xi)。加大對產業工(gong)人(ren)隊(dui)伍建(jian)設改革(ge)的宣(xuan)傳力度,營造濃厚社(she)會氛(fen)圍。建(jian)立產業工(gong)人(ren)隊(dui)伍數據統計、調查、監測體系(xi)。加強產業工(gong)人(ren)隊(dui)伍建(jian)設改革(ge)課題研究。
