產業工人是(shi)工人階級的(de)主(zhu)體(ti)力量(liang),是(shi)創造社(she)會(hui)財富的(de)中堅(jian)力量(liang),是(shi)實施(shi)創新驅(qu)動(dong)發展戰略、加快建設制造強(qiang)國的(de)骨干力量(liang)。為推動(dong)產業工人隊伍建設改革走(zou)深(shen)走(zou)實,現提出如下意見。
一、總體要求
堅(jian)持(chi)(chi)以習近平新(xin)時代(dai)中國特色社會主義思想為指導(dao)(dao)(dao),全面貫徹(che)黨(dang)的二十大和(he)二十屆二中、三中全會精(jing)神,深(shen)入貫徹(che)習近平總書記(ji)關(guan)于工(gong)(gong)(gong)人(ren)(ren)階(jie)(jie)級和(he)工(gong)(gong)(gong)會工(gong)(gong)(gong)作(zuo)的重要論述,堅(jian)持(chi)(chi)和(he)加(jia)強黨(dang)的全面領(ling)(ling)導(dao)(dao)(dao),堅(jian)持(chi)(chi)全心全意(yi)依(yi)靠工(gong)(gong)(gong)人(ren)(ren)階(jie)(jie)級的根本(ben)方針,深(shen)刻領(ling)(ling)悟“兩個確立”的決(jue)定(ding)性意(yi)義,增強“四個意(yi)識”、堅(jian)定(ding)“四個自信”、做到“兩個維(wei)護(hu)”,堅(jian)持(chi)(chi)系統觀念、問題導(dao)(dao)(dao)向、守(shou)正創新(xin),深(shen)化產(chan)業工(gong)(gong)(gong)人(ren)(ren)隊伍建設改(gai)革,團結引導(dao)(dao)(dao)產(chan)業工(gong)(gong)(gong)人(ren)(ren)在中國式現代(dai)化建設中發揮(hui)主力(li)軍作(zuo)用(yong)。
主(zhu)要(yao)目標是:通過深化產(chan)業工(gong)(gong)(gong)人(ren)(ren)(ren)隊(dui)伍建設(she)改革,思想政治引領更加扎(zha)實,產(chan)業工(gong)(gong)(gong)人(ren)(ren)(ren)聽(ting)黨話跟黨走的信(xin)念更加堅定,干事(shi)創(chuang)(chuang)業的激情(qing)動(dong)力更加高漲,主(zhu)人(ren)(ren)(ren)翁(weng)地位更加顯(xian)著,成就(jiu)感(gan)獲得感(gan)幸福感(gan)進(jin)(jin)一步增強;勞動(dong)光榮、技能(neng)寶貴、創(chuang)(chuang)造偉大(da)(da)(da)的社會氛圍更加濃厚;產(chan)業工(gong)(gong)(gong)人(ren)(ren)(ren)綜合素質明顯(xian)提升,大(da)(da)(da)國(guo)工(gong)(gong)(gong)匠、高技能(neng)人(ren)(ren)(ren)才不斷(duan)涌現,知識型技能(neng)型創(chuang)(chuang)新型產(chan)業工(gong)(gong)(gong)人(ren)(ren)(ren)隊(dui)伍不斷(duan)壯大(da)(da)(da)。力爭到2035年,培(pei)養(yang)造就(jiu)2000名左(zuo)右(you)大(da)(da)(da)國(guo)工(gong)(gong)(gong)匠、10000名左(zuo)右(you)省級工(gong)(gong)(gong)匠、50000名左(zuo)右(you)市級工(gong)(gong)(gong)匠,以培(pei)養(yang)更多大(da)(da)(da)國(guo)工(gong)(gong)(gong)匠和各(ge)級工(gong)(gong)(gong)匠人(ren)(ren)(ren)才為引領,帶動(dong)一流產(chan)業技術工(gong)(gong)(gong)人(ren)(ren)(ren)隊(dui)伍建設(she),為以中國(guo)式現代化全面推進(jin)(jin)強國(guo)建設(she)、民族復興偉業提供有力人(ren)(ren)(ren)才保障和技能(neng)支撐。
二、強化思想政治引領,團結引導產業工人堅定不移聽黨話跟黨走
(一)持(chi)續強(qiang)化產(chan)(chan)業(ye)工(gong)人隊伍(wu)思想(xiang)政治工(gong)作(zuo)。堅(jian)持(chi)不懈(xie)用習近平新(xin)時代中國(guo)特色社(she)(she)會主(zhu)義思想(xiang)凝心鑄魂,推動黨的創新(xin)理論(lun)在產(chan)(chan)業(ye)工(gong)人中落(luo)地(di)生根,結合(he)實際做(zuo)好網(wang)上思想(xiang)政治引領(ling),持(chi)續抓好主(zhu)題宣傳教育,開展普遍輪(lun)訓(xun)。鼓(gu)勵支持(chi)大國(guo)工(gong)匠(jiang)、高技能人才(cai)參加國(guo)情研修,鼓(gu)勵支持(chi)產(chan)(chan)業(ye)工(gong)人參加青年馬(ma)克思主(zhu)義者培養工(gong)程,深化社(she)(she)會主(zhu)義核心價值(zhi)觀教育,筑牢團結奮斗的共同思想(xiang)基(ji)礎。
(二)加(jia)(jia)強(qiang)產(chan)業(ye)工人隊(dui)伍(wu)黨(dang)(dang)建工作。加(jia)(jia)強(qiang)企業(ye)黨(dang)(dang)組織(zhi)建設(she)。加(jia)(jia)強(qiang)新經濟組織(zhi)、新就(jiu)業(ye)群(qun)體黨(dang)(dang)建工作,及(ji)時(shi)有效(xiao)擴大黨(dang)(dang)的組織(zhi)覆(fu)(fu)蓋和工作覆(fu)(fu)蓋。持續(xu)解決國有企業(ye)黨(dang)(dang)員(yuan)空白班組問題(ti)。加(jia)(jia)強(qiang)在(zai)產(chan)業(ye)工人中發展(zhan)黨(dang)(dang)員(yuan),注重(zhong)把(ba)生產(chan)經營骨干培養(yang)成黨(dang)(dang)員(yuan)。
(三)大(da)(da)力(li)弘揚(yang)勞(lao)模(mo)(mo)精(jing)神(shen)(shen)、勞(lao)動(dong)(dong)精(jing)神(shen)(shen)、工(gong)(gong)(gong)(gong)匠(jiang)(jiang)精(jing)神(shen)(shen)。做實“中國夢·勞(lao)動(dong)(dong)美”主題宣(xuan)傳教(jiao)育。在(zai)(zai)勞(lao)動(dong)(dong)模(mo)(mo)范、五(wu)(wu)一勞(lao)動(dong)(dong)獎章(zhang)、青年(nian)五(wu)(wu)四獎章(zhang)、三八紅旗手(shou)等評(ping)選工(gong)(gong)(gong)(gong)作(zuo)中,加大(da)(da)對產業(ye)工(gong)(gong)(gong)(gong)人的宣(xuan)傳力(li)度。深入開展(zhan)“勞(lao)模(mo)(mo)工(gong)(gong)(gong)(gong)匠(jiang)(jiang)進(jin)校園”行(xing)動(dong)(dong),把勞(lao)模(mo)(mo)精(jing)神(shen)(shen)、勞(lao)動(dong)(dong)精(jing)神(shen)(shen)、工(gong)(gong)(gong)(gong)匠(jiang)(jiang)精(jing)神(shen)(shen)納入大(da)(da)思(si)政課工(gong)(gong)(gong)(gong)作(zuo)體系,支持在(zai)(zai)大(da)(da)中小學(xue)設立勞(lao)模(mo)(mo)工(gong)(gong)(gong)(gong)匠(jiang)(jiang)兼職輔(fu)導員,在(zai)(zai)職業(ye)學(xue)校(含技工(gong)(gong)(gong)(gong)院(yuan)校,下同)開設“勞(lao)模(mo)(mo)工(gong)(gong)(gong)(gong)匠(jiang)(jiang)大(da)(da)講堂”,在(zai)(zai)高等學(xue)校設立勞(lao)模(mo)(mo)工(gong)(gong)(gong)(gong)匠(jiang)(jiang)兼職導師。組織(zhi)開展(zhan)勞(lao)模(mo)(mo)工(gong)(gong)(gong)(gong)匠(jiang)(jiang)進(jin)企業(ye)、進(jin)社區、進(jin)機關宣(xuan)傳活動(dong)(dong)。
三、發展全過程人民民主,保障產業工人主人翁地位
(四)落實(shi)產(chan)業工人(ren)參與國(guo)家(jia)治理(li)的制度。落實(shi)保障產(chan)業工人(ren)主人(ren)翁地位(wei)的制度安排。組(zu)織(zhi)開(kai)展黨的代表(biao)大(da)(da)會(hui)代表(biao)和委(wei)員(yuan)會(hui)委(wei)員(yuan)、人(ren)大(da)(da)代表(biao)、政協委(wei)員(yuan)、群團(tuan)組(zu)織(zhi)代表(biao)大(da)(da)會(hui)代表(biao)和委(wei)員(yuan)會(hui)委(wei)員(yuan)中的產(chan)業工人(ren)教育培訓。引導產(chan)業工人(ren)依(yi)法行使民主權利,有序參與國(guo)家(jia)治理(li)、社會(hui)治理(li)、基(ji)層治理(li)。
(五(wu))完善(shan)企(qi)業(ye)民主管(guan)理制(zhi)度。健全以職(zhi)工代表(biao)大會(hui)為(wei)基(ji)本形(xing)式的(de)(de)企(qi)事(shi)業(ye)單位民主管(guan)理制(zhi)度,涉及產(chan)業(ye)工人切身(shen)利益的(de)(de)重大事(shi)項必須依(yi)法依(yi)章程經職(zhi)工代表(biao)大會(hui)審議通(tong)過。堅持和完善(shan)職(zhi)工董事(shi)、職(zhi)工監事(shi)制(zhi)度,深化廠務(wu)公開,積極利用數(shu)字技術為(wei)產(chan)業(ye)工人民主參與提(ti)供更為(wei)精(jing)準(zhun)便捷的(de)(de)服務(wu)。
(六)健全勞(lao)動(dong)(dong)關系(xi)(xi)協商協調(diao)機制(zhi)(zhi)(zhi)。全面落實勞(lao)動(dong)(dong)合同制(zhi)(zhi)(zhi)度,推(tui)進集(ji)體協商和(he)集(ji)體合同制(zhi)(zhi)(zhi)度。建(jian)立健全各級協調(diao)勞(lao)動(dong)(dong)關系(xi)(xi)三方委(wei)員會(hui),發(fa)揮(hui)國家(jia)協調(diao)勞(lao)動(dong)(dong)關系(xi)(xi)三方機制(zhi)(zhi)(zhi)、地方政府和(he)同級工(gong)會(hui)聯席會(hui)議制(zhi)(zhi)(zhi)度作用,把推(tui)進產業(ye)(ye)工(gong)人隊伍建(jian)設改革(ge)(ge)列入重要議程。完(wan)善基層勞(lao)動(dong)(dong)關系(xi)(xi)治(zhi)理機制(zhi)(zhi)(zhi),提升勞(lao)動(dong)(dong)關系(xi)(xi)公共(gong)服務水平,開展全國基層勞(lao)動(dong)(dong)關系(xi)(xi)公共(gong)服務站(zhan)點標準化工(gong)作。推(tui)進區(qu)域和(he)諧勞(lao)動(dong)(dong)關系(xi)(xi)高質量發(fa)展改革(ge)(ge)創新試點。積極(ji)推(tui)進行(xing)業(ye)(ye)、企(qi)業(ye)(ye)和(he)工(gong)業(ye)(ye)園區(qu)構(gou)建(jian)和(he)諧勞(lao)動(dong)(dong)關系(xi)(xi)。
(七)加(jia)強對(dui)產業(ye)工人主(zhu)人翁(weng)地位的宣傳引導。主(zhu)流媒(mei)體要(yao)加(jia)大對(dui)產業(ye)工人主(zhu)人翁(weng)地位的宣傳力度,創作出版、制作播(bo)出更(geng)多反(fan)映(ying)產業(ye)工人風貌(mao)的優秀文學藝術(shu)、網絡(luo)視(shi)聽(ting)和影視(shi)作品等,營造崇尚勞(lao)模、尊重勞(lao)動、尊崇工匠的社會氛圍。
四、適應新型工業化發展需求,完善產業工人技能形成體系
(八)推(tui)動現代職(zhi)業(ye)教(jiao)(jiao)育(yu)高質量發展。加快構建職(zhi)普(pu)融通、產(chan)教(jiao)(jiao)融合(he)的(de)職(zhi)業(ye)教(jiao)(jiao)育(yu)體系。堅持以教(jiao)(jiao)促產(chan)、以產(chan)助教(jiao)(jiao)、產(chan)教(jiao)(jiao)融合(he)、產(chan)學(xue)(xue)(xue)合(he)作(zuo),培(pei)育(yu)一批行業(ye)領先的(de)產(chan)教(jiao)(jiao)融合(he)型企業(ye),打(da)造一批核心課程、優質教(jiao)(jiao)材(cai)、教(jiao)(jiao)師(shi)團(tuan)隊、實(shi)踐項目。實(shi)施(shi)現代職(zhi)業(ye)教(jiao)(jiao)育(yu)質量提(ti)升(sheng)計劃、職(zhi)業(ye)學(xue)(xue)(xue)校(xiao)教(jiao)(jiao)師(shi)素質提(ti)高計劃,支持大國(guo)工匠、高技能(neng)人才兼任職(zhi)業(ye)學(xue)(xue)(xue)校(xiao)實(shi)習實(shi)訓教(jiao)(jiao)師(shi)。提(ti)升(sheng)辦學(xue)(xue)(xue)條件和教(jiao)(jiao)學(xue)(xue)(xue)能(neng)力,創建一批具有較高國(guo)際化(hua)水平的(de)職(zhi)業(ye)學(xue)(xue)(xue)校(xiao)。
(九)加大(da)復(fu)合型技(ji)(ji)術技(ji)(ji)能(neng)人(ren)才培(pei)(pei)養力(li)度(du)。健全產業工(gong)(gong)人(ren)終身職業技(ji)(ji)能(neng)培(pei)(pei)訓制度(du),為(wei)發展新質生產力(li)、推動高質量發展培(pei)(pei)養急需(xu)人(ren)才。大(da)力(li)實施技(ji)(ji)能(neng)中(zhong)國(guo)行動、職業教育(yu)現場(chang)工(gong)(gong)程師專項(xiang)培(pei)(pei)養計劃、青(qing)年技(ji)(ji)能(neng)人(ren)才鍛造行動,全面推進工(gong)(gong)學一體(ti)化技(ji)(ji)能(neng)人(ren)才培(pei)(pei)養模式(shi)。
(十)落實(shi)企業(ye)(ye)培(pei)養產業(ye)(ye)工(gong)人(ren)(ren)的責任。構建(jian)以企業(ye)(ye)為(wei)主體(ti)、職(zhi)業(ye)(ye)學(xue)校(xiao)為(wei)基礎,政府推動、社(she)會(hui)支(zhi)持、工(gong)會(hui)參與(yu)的技能(neng)(neng)人(ren)(ren)才(cai)培(pei)養體(ti)系(xi)。鼓勵大型(xing)企業(ye)(ye)制定(ding)技能(neng)(neng)人(ren)(ren)才(cai)發(fa)(fa)展戰略,健全(quan)產業(ye)(ye)工(gong)人(ren)(ren)培(pei)訓(xun)制度,積(ji)極開展公共職(zhi)業(ye)(ye)技能(neng)(neng)培(pei)訓(xun)。企業(ye)(ye)按規定(ding)足額提取和(he)使用(yong)職(zhi)工(gong)教(jiao)育經費,確(que)保60%以上用(yong)于一(yi)線職(zhi)工(gong)教(jiao)育和(he)培(pei)訓(xun)。發(fa)(fa)揮工(gong)會(hui)系(xi)統、行(xing)業(ye)(ye)協會(hui)、社(she)會(hui)培(pei)訓(xun)機構作用(yong),幫助中小企業(ye)(ye)開展技能(neng)(neng)培(pei)訓(xun)。
(十一)促進產(chan)業工(gong)人(ren)(ren)知識更新(xin)和(he)學(xue)(xue)歷(li)提升。實施產(chan)業工(gong)人(ren)(ren)繼(ji)續教(jiao)育(yu)項(xiang)目,鼓勵更多高(gao)等學(xue)(xue)校、開(kai)放大學(xue)(xue)開(kai)設勞(lao)模(mo)和(he)工(gong)匠(jiang)人(ren)(ren)才、高(gao)技(ji)能人(ren)(ren)才學(xue)(xue)歷(li)教(jiao)育(yu)班、高(gao)級研修班,舉(ju)辦勞(lao)模(mo)工(gong)匠(jiang)創新(xin)培(pei)訓(xun)營,持(chi)續深化勞(lao)模(mo)工(gong)匠(jiang)、高(gao)技(ji)能人(ren)(ren)才境外培(pei)訓(xun)和(he)國際交流活動。發(fa)揮(hui)國家(jia)各類(lei)職業教(jiao)育(yu)智(zhi)(zhi)慧教(jiao)育(yu)平臺作(zuo)用。打造全(quan)國產(chan)業工(gong)人(ren)(ren)智(zhi)(zhi)能化技(ji)能學(xue)(xue)習平臺。充分(fen)發(fa)揮(hui)工(gong)人(ren)(ren)文化宮等社會公益陣地(di)作(zuo)用,向農民工(gong)、新(xin)就(jiu)業形態勞(lao)動者(zhe)提供普惠制、普及性技(ji)能培(pei)訓(xun)服務。
五、健全職業發展體系,促進產業工人成長成才
(十(shi)二)暢通產業(ye)工(gong)人(ren)向上發展通道。建立以(yi)創新能(neng)力、質量、實(shi)效(xiao)、貢(gong)獻為導(dao)向,注重勞模精(jing)神、勞動(dong)精(jing)神、工(gong)匠(jiang)精(jing)神培育和職(zhi)業(ye)道德養成的(de)技能(neng)人(ren)才(cai)評價體系。把大國工(gong)匠(jiang)、高(gao)技能(neng)人(ren)才(cai)納入(ru)黨管人(ren)才(cai)總體安排統籌考慮,支持各地將急需緊缺技能(neng)人(ren)才(cai)納入(ru)人(ren)才(cai)引進目錄。深入(ru)實(shi)施職(zhi)業(ye)技能(neng)等(deng)級認(ren)定提質擴面行動(dong)。健全“新八級工(gong)”職(zhi)業(ye)技能(neng)等(deng)級制度。
(十(shi)三)貫(guan)通產業(ye)工人橫向發展(zhan)機制。引導(dao)(dao)企業(ye)建立(li)健(jian)全產業(ye)工人職(zhi)(zhi)業(ye)生涯指導(dao)(dao)計(ji)劃(hua)。推進學(xue)(xue)歷(li)教育(yu)學(xue)(xue)習成果(guo)、非學(xue)(xue)歷(li)教育(yu)學(xue)(xue)習成果(guo)、職(zhi)(zhi)業(ye)技能(neng)(neng)等(deng)級(ji)學(xue)(xue)分(fen)轉換互認(ren)。建立(li)職(zhi)(zhi)業(ye)資格、職(zhi)(zhi)業(ye)技能(neng)(neng)等(deng)級(ji)與相(xiang)(xiang)應(ying)職(zhi)(zhi)稱、學(xue)(xue)歷(li)的(de)雙向比照認(ren)定制度(du),健(jian)全專(zhuan)業(ye)技術崗位(wei)、經營管(guan)理崗位(wei)、技能(neng)(neng)崗位(wei)互相(xiang)(xiang)貫(guan)通的(de)長效機制。
六、維護勞動經濟權益,增強產業工人成就感獲得感幸福感
(十四)提高(gao)產業(ye)工(gong)(gong)人經濟收入。堅持(chi)多(duo)(duo)勞(lao)者多(duo)(duo)得(de)、技高(gao)者多(duo)(duo)得(de)、創(chuang)新者多(duo)(duo)得(de),進一步完(wan)善(shan)收入分(fen)(fen)配(pei)制(zhi)度(du),提高(gao)勞(lao)動(dong)報酬在初次(ci)分(fen)(fen)配(pei)中的(de)比重。完(wan)善(shan)產業(ye)工(gong)(gong)人工(gong)(gong)資決定、合理增長、支付保障(zhang)機制(zhi),健全按要素分(fen)(fen)配(pei)政策制(zhi)度(du)。多(duo)(duo)措并(bing)舉推動(dong)企業(ye)建立(li)健全基(ji)于崗位價(jia)值、能(neng)力(li)素質、創(chuang)新創(chuang)造、業(ye)績貢獻(xian)的(de)技能(neng)人才(cai)薪酬分(fen)(fen)配(pei)制(zhi)度(du),以提高(gao)技能(neng)人才(cai)薪酬待遇為(wei)重點開展工(gong)(gong)資集(ji)體協(xie)商,探索對(dui)大(da)國工(gong)(gong)匠、高(gao)技能(neng)人才(cai)實行年薪制(zhi)、協(xie)議工(gong)(gong)資制(zhi)和股權激勵等(deng)。指(zhi)導有條件的(de)地(di)區發布分(fen)(fen)職業(ye)(工(gong)(gong)種、崗位)、分(fen)(fen)技能(neng)等(deng)級的(de)工(gong)(gong)資價(jia)位信息。
(十五(wu))加強產業(ye)(ye)工(gong)人(ren)服務(wu)(wu)保(bao)障。建(jian)立以社會保(bao)障卡為(wei)載體的產業(ye)(ye)工(gong)人(ren)電子(zi)檔案,實(shi)現培訓信息與就業(ye)(ye)、社會保(bao)障信息聯通(tong)共享、服務(wu)(wu)事項一網通(tong)辦。督促企業(ye)(ye)與產業(ye)(ye)工(gong)人(ren)簽訂書面勞(lao)(lao)動(dong)(dong)合同(tong)。嚴格規(gui)范勞(lao)(lao)務(wu)(wu)派遣用工(gong),保(bao)障勞(lao)(lao)動(dong)(dong)者合法(fa)權(quan)益。堅持(chi)和發(fa)展新時代(dai)“楓橋經驗”,完善勞(lao)(lao)動(dong)(dong)爭議多元處理機制,妥(tuo)善化解(jie)勞(lao)(lao)動(dong)(dong)領域(yu)矛盾糾紛。強化勞(lao)(lao)動(dong)(dong)保(bao)障監察(cha)執法(fa),加強與勞(lao)(lao)動(dong)(dong)人(ren)事爭議調解(jie)仲裁聯動(dong)(dong),依法(fa)糾治勞(lao)(lao)動(dong)(dong)領域(yu)違法(fa)侵(qin)權(quan)行為(wei)。
(十六)有效維護產(chan)(chan)業(ye)(ye)(ye)工人安(an)全健(jian)康權益。壓實企(qi)業(ye)(ye)(ye)安(an)全生產(chan)(chan)責(ze)任,實施高(gao)危行(xing)(xing)業(ye)(ye)(ye)領域從業(ye)(ye)(ye)人員安(an)全技能提(ti)升(sheng)專項行(xing)(xing)動,發揮職工代表大(da)會對企(qi)業(ye)(ye)(ye)安(an)全生產(chan)(chan)工作的(de)監(jian)督(du)作用。加強(qiang)對高(gao)危行(xing)(xing)業(ye)(ye)(ye)建設項目的(de)勞動安(an)全保護。加強(qiang)職業(ye)(ye)(ye)病(bing)防治(zhi)。督(du)促企(qi)業(ye)(ye)(ye)依法落實工時和休(xiu)(xiu)息休(xiu)(xiu)假制度,健(jian)全并落實產(chan)(chan)業(ye)(ye)(ye)工人療養休(xiu)(xiu)養制度,促進產(chan)(chan)業(ye)(ye)(ye)工人身心(xin)健(jian)康。
(十七)做好(hao)新(xin)就(jiu)(jiu)業(ye)(ye)形(xing)態勞(lao)(lao)(lao)動(dong)(dong)者(zhe)(zhe)(zhe)維權(quan)服(fu)務工(gong)作。研究推動(dong)(dong)新(xin)就(jiu)(jiu)業(ye)(ye)形(xing)態領(ling)域(yu)立(li)法。全(quan)面推行工(gong)會勞(lao)(lao)(lao)動(dong)(dong)法律監督“一函(han)兩書”,加強對平(ping)(ping)臺企業(ye)(ye)和平(ping)(ping)臺用工(gong)合作企業(ye)(ye)的監管。積極做好(hao)新(xin)就(jiu)(jiu)業(ye)(ye)形(xing)態勞(lao)(lao)(lao)動(dong)(dong)者(zhe)(zhe)(zhe)建(jian)會入會和維權(quan)服(fu)務工(gong)作,暢通(tong)訴求表(biao)(biao)達渠道,解(jie)決(jue)急(ji)難(nan)愁盼問題。健(jian)全(quan)靈活就(jiu)(jiu)業(ye)(ye)人員、農民工(gong)、新(xin)就(jiu)(jiu)業(ye)(ye)形(xing)態勞(lao)(lao)(lao)動(dong)(dong)者(zhe)(zhe)(zhe)社保(bao)制度,擴大(da)新(xin)就(jiu)(jiu)業(ye)(ye)形(xing)態勞(lao)(lao)(lao)動(dong)(dong)者(zhe)(zhe)(zhe)職業(ye)(ye)傷害(hai)保(bao)障試點。推動(dong)(dong)平(ping)(ping)臺企業(ye)(ye)建(jian)立(li)與(yu)工(gong)會、勞(lao)(lao)(lao)動(dong)(dong)者(zhe)(zhe)(zhe)代表(biao)(biao)常態化溝通(tong)協商機制。
七、搭建建功立業平臺,發揮產業工人主力軍作用
(十八(ba))深(shen)入開展(zhan)勞動和技能(neng)競賽(sai)(sai)。圍(wei)繞(rao)重(zhong)大(da)戰略、重(zhong)大(da)工(gong)程、重(zhong)大(da)項目、重(zhong)點產(chan)業,廣(guang)泛開展(zhan)各層(ceng)級多形(xing)式(shi)的(de)競賽(sai)(sai)活(huo)動。持續辦好各級各類職業技能(neng)賽(sai)(sai)事活(huo)動。支持企(qi)業開展(zhan)形(xing)式(shi)多樣(yang)的(de)勞動競賽(sai)(sai)、技能(neng)比武,不斷激(ji)發產(chan)業工(gong)人(ren)投身推動高(gao)質量發展(zhan)的(de)積極性主(zhu)動性創造(zao)性。
(十九)激發產(chan)業(ye)工(gong)人(ren)創(chuang)新創(chuang)造活力。鼓勵產(chan)業(ye)工(gong)人(ren)立足工(gong)作(zuo)崗位(wei)、解(jie)決現場實際問題,廣泛開展面向生(sheng)產(chan)全過(guo)程(cheng)的(de)技(ji)(ji)術(shu)革(ge)新(xin)(xin)、技(ji)(ji)術(shu)創(chuang)新(xin)(xin)、技(ji)(ji)術(shu)攻關、技(ji)(ji)術(shu)創(chuang)造和小發明、小創(chuang)造、小革(ge)新(xin)(xin)、小設計、小建議等群眾性創(chuang)新(xin)(xin)活動,完善發揮企業(ye)班組作(zuo)用的(de)制度。引(yin)導和支持大(da)國工(gong)匠、高技(ji)(ji)能人(ren)才參與重大(da)技(ji)(ji)術(shu)革(ge)新(xin)(xin)、科(ke)技(ji)(ji)攻關項(xiang)目。加(jia)強(qiang)產(chan)業(ye)工(gong)人(ren)創(chuang)新(xin)(xin)成果知識產(chan)權保護,做好產(chan)業(ye)工(gong)人(ren)申(shen)報國家科(ke)技(ji)(ji)進(jin)步(bu)獎等工(gong)作(zuo)。
(二十)發揮勞模(mo)和工(gong)(gong)(gong)匠(jiang)人才(cai)的示范引領作用。加強(qiang)勞模(mo)工(gong)(gong)(gong)匠(jiang)創(chuang)新(xin)工(gong)(gong)(gong)作室(shi)、技能大(da)師工(gong)(gong)(gong)作室(shi)、職工(gong)(gong)(gong)創(chuang)新(xin)工(gong)(gong)(gong)作室(shi)、青(qing)創(chuang)先(xian)鋒工(gong)(gong)(gong)作室(shi)等平臺(tai)建(jian)設。推動在專(zhuan)精特(te)新(xin)中(zhong)小(xiao)(xiao)企業(ye)(ye)(ye)、專(zhuan)精特(te)新(xin)“小(xiao)(xiao)巨人”企業(ye)(ye)(ye)中(zhong)加強(qiang)創(chuang)新(xin)工(gong)(gong)(gong)作室(shi)建(jian)設。鼓勵(li)發展跨區域、跨行業(ye)(ye)(ye)、跨企業(ye)(ye)(ye)的創(chuang)新(xin)工(gong)(gong)(gong)作室(shi)聯(lian)盟。實施“勞模(mo)工(gong)(gong)(gong)匠(jiang)助企行”,促(cu)進專(zhuan)精特(te)新(xin)中(zhong)小(xiao)(xiao)企業(ye)(ye)(ye)發展。
八、壯大產業工人隊伍,不斷鞏固黨長期執政的階級基礎和群眾基礎
(二(er)十一)穩定(ding)制造(zao)(zao)業(ye)(ye)產業(ye)(ye)工(gong)人(ren)(ren)隊伍(wu)。支持(chi)制造(zao)(zao)業(ye)(ye)企(qi)業(ye)(ye)圍繞轉(zhuan)型(xing)升級(ji)和(he)產業(ye)(ye)基(ji)礎(chu)再造(zao)(zao)工(gong)程項(xiang)目,實施制造(zao)(zao)業(ye)(ye)技能根基(ji)工(gong)程和(he)制造(zao)(zao)業(ye)(ye)人(ren)(ren)才(cai)支持(chi)計劃。統籌推進制造(zao)(zao)業(ye)(ye)轉(zhuan)型(xing)升級(ji)和(he)保持(chi)產業(ye)(ye)工(gong)人(ren)(ren)隊伍(wu)穩定(ding),支持(chi)和(he)引(yin)導企(qi)業(ye)(ye)加強轉(zhuan)崗(gang)培訓,提(ti)高產業(ye)(ye)工(gong)人(ren)(ren)多崗(gang)位適應能力。
(二十(shi)二)大(da)(da)(da)力培(pei)養大(da)(da)(da)國(guo)(guo)工(gong)匠。實施大(da)(da)(da)國(guo)(guo)工(gong)匠人才培(pei)育工(gong)程。持續(xu)辦好大(da)(da)(da)國(guo)(guo)工(gong)匠創新交(jiao)流大(da)(da)(da)會暨大(da)(da)(da)國(guo)(guo)工(gong)匠論壇。加強巾幗工(gong)匠培(pei)養,充分發(fa)揮(hui)作用。廣泛深入開展工(gong)匠宣傳,在全社會大(da)(da)(da)力弘揚工(gong)匠精神,講好工(gong)匠故事,按規定開展表彰(zhang)工(gong)作。
(二十三)吸引(yin)(yin)更(geng)多青(qing)年(nian)加入產(chan)業(ye)工人(ren)隊伍。加強政策(ce)支持和就業(ye)指導(dao)、就業(ye)服務,搭(da)建校企對接平臺(tai)。改(gai)善工作環(huan)境和勞動條件,豐富精神文化生(sheng)活(huo),增強制(zhi)造業(ye)崗(gang)位對青(qing)年(nian)的吸引(yin)(yin)力。搭(da)建產(chan)業(ye)工人(ren)成(cheng)長發展平臺(tai),引(yin)(yin)導(dao)更(geng)多大學生(sheng)走技能(neng)成(cheng)才、技能(neng)報國之路。
(二十四(si))把農民(min)工培養成高素質現代(dai)產(chan)業(ye)工人。圍繞產(chan)業(ye)轉型升級,加強對農民(min)工的技能培訓,廣泛實施求學圓夢(meng)行動(dong)。促(cu)進(jin)農民(min)工融入城(cheng)市,進(jin)一步(bu)放開放寬城(cheng)市落戶政策,促(cu)進(jin)進(jin)城(cheng)農民(min)工平(ping)等享有(you)城(cheng)鎮基本公(gong)共(gong)服(fu)(fu)務。加大公(gong)益法律服(fu)(fu)務惠及農民(min)工力度(du),保障(zhang)合法權益,促(cu)進(jin)穩(wen)定就(jiu)業(ye)。
九、加強組織領導,合力推進產業工人隊伍建設改革
(二十五)強(qiang)(qiang)化(hua)(hua)組織保障。各級黨委和政府要(yao)加(jia)強(qiang)(qiang)對產業(ye)工人隊(dui)伍建(jian)(jian)設改革的(de)組織領導,強(qiang)(qiang)化(hua)(hua)統籌協(xie)調,結合(he)實際抓(zhua)好(hao)本意見貫徹(che)落(luo)實。各級工會要(yao)牽頭抓(zhua)總,各級產業(ye)工人隊(dui)伍建(jian)(jian)設改革組織推進機(ji)構要(yao)加(jia)強(qiang)(qiang)分(fen)類指(zhi)導,推動形成工作合(he)力。推動促進產業(ye)工人隊(dui)伍建(jian)(jian)設方面的(de)立(li)法。
(二十六(liu))發(fa)(fa)揮企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)作用。強化(hua)國有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)政治責(ze)任,充分發(fa)(fa)揮中央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)和(he)地(di)方大型國有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)帶動作用。支持民營企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)更好(hao)履行社會責(ze)任。鼓(gu)勵企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)將產業(ye)(ye)(ye)(ye)工(gong)人隊(dui)伍建(jian)設(she)改革(ge)情況納入企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)社會責(ze)任報(bao)告(gao)、可持續發(fa)(fa)展(zhan)報(bao)告(gao)。發(fa)(fa)布推(tui)進(jin)產業(ye)(ye)(ye)(ye)工(gong)人隊(dui)伍建(jian)設(she)改革(ge)藍皮書。對推(tui)進(jin)產業(ye)(ye)(ye)(ye)工(gong)人隊(dui)伍建(jian)設(she)改革(ge)成效顯著的企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye),各級黨委和(he)政府以及工(gong)會等按規(gui)定予以表彰和(he)相應政策支持。
(二十七)健全社會支持體系。加大對產(chan)業(ye)工人(ren)隊伍(wu)建設改(gai)革(ge)的宣傳力度(du),營造濃厚(hou)社會氛圍。建立產(chan)業(ye)工人(ren)隊伍(wu)數據統計、調查、監測體系。加強產(chan)業(ye)工人(ren)隊伍(wu)建設改(gai)革(ge)課題(ti)研究。
