產(chan)業工人(ren)是(shi)工人(ren)階級的主(zhu)體力(li)量,是(shi)創(chuang)造社會(hui)財富的中(zhong)堅力(li)量,是(shi)實施創(chuang)新(xin)驅動發展戰略(lve)、加(jia)快建設制造強(qiang)國的骨干力(li)量。為(wei)推(tui)動產(chan)業工人(ren)隊伍建設改革走(zou)深走(zou)實,現提出(chu)如(ru)下意見。
一、總體要求
堅(jian)持(chi)(chi)(chi)以習近(jin)平新時代中(zhong)國特(te)色社會(hui)主義思想為指導(dao),全(quan)(quan)面貫(guan)徹(che)黨(dang)的(de)(de)二十大和(he)二十屆(jie)二中(zhong)、三(san)中(zhong)全(quan)(quan)會(hui)精神,深(shen)入(ru)貫(guan)徹(che)習近(jin)平總書記關于工(gong)人(ren)階(jie)級和(he)工(gong)會(hui)工(gong)作(zuo)的(de)(de)重要論述(shu),堅(jian)持(chi)(chi)(chi)和(he)加強(qiang)(qiang)黨(dang)的(de)(de)全(quan)(quan)面領(ling)導(dao),堅(jian)持(chi)(chi)(chi)全(quan)(quan)心全(quan)(quan)意依靠工(gong)人(ren)階(jie)級的(de)(de)根(gen)本方針,深(shen)刻(ke)領(ling)悟“兩(liang)個(ge)確(que)立”的(de)(de)決(jue)定性意義,增(zeng)強(qiang)(qiang)“四(si)個(ge)意識(shi)”、堅(jian)定“四(si)個(ge)自信”、做到“兩(liang)個(ge)維護(hu)”,堅(jian)持(chi)(chi)(chi)系統(tong)觀念、問題導(dao)向、守(shou)正創新,深(shen)化產(chan)業工(gong)人(ren)隊伍(wu)建(jian)設(she)改革,團結引導(dao)產(chan)業工(gong)人(ren)在中(zhong)國式現(xian)代化建(jian)設(she)中(zhong)發揮(hui)主力(li)軍作(zuo)用。
主(zhu)要(yao)目(mu)標是:通(tong)過深化(hua)產業(ye)工(gong)(gong)(gong)人(ren)隊(dui)(dui)伍(wu)建設改革,思想政治引領更(geng)加扎(zha)實,產業(ye)工(gong)(gong)(gong)人(ren)聽黨(dang)話跟黨(dang)走的信念更(geng)加堅定,干事創(chuang)業(ye)的激(ji)情動(dong)力(li)(li)更(geng)加高漲,主(zhu)人(ren)翁地位(wei)更(geng)加顯著,成就感(gan)獲得感(gan)幸福感(gan)進(jin)一步增強(qiang);勞動(dong)光榮(rong)、技能(neng)(neng)(neng)寶貴、創(chuang)造偉大(da)的社會氛圍更(geng)加濃厚;產業(ye)工(gong)(gong)(gong)人(ren)綜合素質明(ming)顯提升,大(da)國(guo)工(gong)(gong)(gong)匠(jiang)、高技能(neng)(neng)(neng)人(ren)才不(bu)斷(duan)涌(yong)現,知識型技能(neng)(neng)(neng)型創(chuang)新型產業(ye)工(gong)(gong)(gong)人(ren)隊(dui)(dui)伍(wu)不(bu)斷(duan)壯大(da)。力(li)(li)爭(zheng)到2035年(nian),培(pei)養造就2000名左(zuo)右大(da)國(guo)工(gong)(gong)(gong)匠(jiang)、10000名左(zuo)右省級(ji)工(gong)(gong)(gong)匠(jiang)、50000名左(zuo)右市(shi)級(ji)工(gong)(gong)(gong)匠(jiang),以(yi)培(pei)養更(geng)多大(da)國(guo)工(gong)(gong)(gong)匠(jiang)和(he)各級(ji)工(gong)(gong)(gong)匠(jiang)人(ren)才為(wei)引領,帶動(dong)一流產業(ye)技術工(gong)(gong)(gong)人(ren)隊(dui)(dui)伍(wu)建設,為(wei)以(yi)中(zhong)國(guo)式現代化(hua)全面推進(jin)強(qiang)國(guo)建設、民(min)族復興偉業(ye)提供有力(li)(li)人(ren)才保障和(he)技能(neng)(neng)(neng)支撐(cheng)。
二、強化思想政治引領,團結引導產業工人堅定不移聽黨話跟黨走
(一(yi))持續強化(hua)產業(ye)工(gong)(gong)人(ren)隊伍思想(xiang)政(zheng)治(zhi)(zhi)工(gong)(gong)作。堅持不懈用習近平新(xin)時代中國特色社會主義(yi)思想(xiang)凝心鑄魂,推(tui)動黨的創新(xin)理論在產業(ye)工(gong)(gong)人(ren)中落地生根,結合實際做好(hao)網上思想(xiang)政(zheng)治(zhi)(zhi)引(yin)領(ling),持續抓好(hao)主題宣傳教育,開展普遍輪訓。鼓勵支持大國工(gong)(gong)匠、高(gao)技(ji)能(neng)人(ren)才參加國情研修,鼓勵支持產業(ye)工(gong)(gong)人(ren)參加青年馬克(ke)思主義(yi)者培養工(gong)(gong)程,深化(hua)社會主義(yi)核(he)心價值觀(guan)教育,筑(zhu)牢團結奮斗的共(gong)同(tong)思想(xiang)基礎。
(二)加(jia)(jia)強產(chan)業(ye)工(gong)(gong)人(ren)(ren)隊伍黨(dang)(dang)建工(gong)(gong)作。加(jia)(jia)強企業(ye)黨(dang)(dang)組(zu)織(zhi)(zhi)建設。加(jia)(jia)強新(xin)(xin)經(jing)濟組(zu)織(zhi)(zhi)、新(xin)(xin)就業(ye)群體(ti)黨(dang)(dang)建工(gong)(gong)作,及時有效(xiao)擴大黨(dang)(dang)的組(zu)織(zhi)(zhi)覆蓋(gai)和工(gong)(gong)作覆蓋(gai)。持續(xu)解(jie)決國有企業(ye)黨(dang)(dang)員空白(bai)班(ban)組(zu)問題。加(jia)(jia)強在(zai)產(chan)業(ye)工(gong)(gong)人(ren)(ren)中(zhong)發展黨(dang)(dang)員,注重(zhong)把(ba)生產(chan)經(jing)營骨(gu)干培養(yang)成(cheng)黨(dang)(dang)員。
(三)大力弘揚勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)精(jing)神(shen)、勞(lao)(lao)(lao)(lao)(lao)(lao)動(dong)精(jing)神(shen)、工(gong)匠(jiang)(jiang)精(jing)神(shen)。做實“中(zhong)國夢·勞(lao)(lao)(lao)(lao)(lao)(lao)動(dong)美”主題宣傳(chuan)教育。在(zai)勞(lao)(lao)(lao)(lao)(lao)(lao)動(dong)模(mo)范、五一勞(lao)(lao)(lao)(lao)(lao)(lao)動(dong)獎章、青年(nian)五四獎章、三八紅旗手等評(ping)選(xuan)工(gong)作中(zhong),加大對產業(ye)工(gong)人的宣傳(chuan)力度。深入開(kai)展(zhan)“勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)工(gong)匠(jiang)(jiang)進(jin)(jin)校園”行動(dong),把勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)精(jing)神(shen)、勞(lao)(lao)(lao)(lao)(lao)(lao)動(dong)精(jing)神(shen)、工(gong)匠(jiang)(jiang)精(jing)神(shen)納入大思政(zheng)課工(gong)作體系,支持在(zai)大中(zhong)小學設立勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)工(gong)匠(jiang)(jiang)兼職(zhi)(zhi)輔導(dao)員,在(zai)職(zhi)(zhi)業(ye)學校(含技(ji)工(gong)院校,下(xia)同(tong))開(kai)設“勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)工(gong)匠(jiang)(jiang)大講堂”,在(zai)高(gao)等學校設立勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)工(gong)匠(jiang)(jiang)兼職(zhi)(zhi)導(dao)師。組織開(kai)展(zhan)勞(lao)(lao)(lao)(lao)(lao)(lao)模(mo)工(gong)匠(jiang)(jiang)進(jin)(jin)企(qi)業(ye)、進(jin)(jin)社區、進(jin)(jin)機關(guan)宣傳(chuan)活動(dong)。
三、發展全過程人民民主,保障產業工人主人翁地位
(四)落實產業工(gong)人(ren)(ren)參與國家治(zhi)理的(de)(de)制(zhi)(zhi)度。落實保障(zhang)產業工(gong)人(ren)(ren)主人(ren)(ren)翁地位的(de)(de)制(zhi)(zhi)度安排。組織開展黨的(de)(de)代(dai)表(biao)大(da)(da)會(hui)代(dai)表(biao)和委(wei)員會(hui)委(wei)員、人(ren)(ren)大(da)(da)代(dai)表(biao)、政協(xie)委(wei)員、群團組織代(dai)表(biao)大(da)(da)會(hui)代(dai)表(biao)和委(wei)員會(hui)委(wei)員中的(de)(de)產業工(gong)人(ren)(ren)教育(yu)培(pei)訓。引導產業工(gong)人(ren)(ren)依法(fa)行使民主權利,有(you)序參與國家治(zhi)理、社會(hui)治(zhi)理、基層治(zhi)理。
(五)完(wan)善企業(ye)民主(zhu)(zhu)管理(li)制度(du)。健(jian)全以職(zhi)工(gong)代表(biao)大(da)會(hui)為(wei)基本形式的(de)(de)企事業(ye)單位民主(zhu)(zhu)管理(li)制度(du),涉及產(chan)業(ye)工(gong)人(ren)切身利(li)益(yi)的(de)(de)重大(da)事項必須依法(fa)依章程經(jing)職(zhi)工(gong)代表(biao)大(da)會(hui)審議通過。堅(jian)持和完(wan)善職(zhi)工(gong)董事、職(zhi)工(gong)監事制度(du),深化廠務(wu)公開,積極利(li)用數字技術為(wei)產(chan)業(ye)工(gong)人(ren)民主(zhu)(zhu)參與提供更為(wei)精準便(bian)捷的(de)(de)服(fu)務(wu)。
(六)健全(quan)勞(lao)(lao)動(dong)(dong)關(guan)(guan)系(xi)協商協調機制(zhi)(zhi)。全(quan)面落(luo)實勞(lao)(lao)動(dong)(dong)合同制(zhi)(zhi)度,推進(jin)(jin)集體協商和(he)集體合同制(zhi)(zhi)度。建立健全(quan)各級(ji)協調勞(lao)(lao)動(dong)(dong)關(guan)(guan)系(xi)三(san)方委員會,發揮(hui)國家協調勞(lao)(lao)動(dong)(dong)關(guan)(guan)系(xi)三(san)方機制(zhi)(zhi)、地方政府和(he)同級(ji)工(gong)(gong)會聯(lian)席(xi)會議制(zhi)(zhi)度作用(yong),把(ba)推進(jin)(jin)產業工(gong)(gong)人隊伍建設改革(ge)列入重要議程。完善基層勞(lao)(lao)動(dong)(dong)關(guan)(guan)系(xi)治理機制(zhi)(zhi),提升勞(lao)(lao)動(dong)(dong)關(guan)(guan)系(xi)公共服務(wu)水平,開展(zhan)全(quan)國基層勞(lao)(lao)動(dong)(dong)關(guan)(guan)系(xi)公共服務(wu)站點標準(zhun)化工(gong)(gong)作。推進(jin)(jin)區域和(he)諧勞(lao)(lao)動(dong)(dong)關(guan)(guan)系(xi)高(gao)質量發展(zhan)改革(ge)創(chuang)新試點。積極推進(jin)(jin)行業、企業和(he)工(gong)(gong)業園區構建和(he)諧勞(lao)(lao)動(dong)(dong)關(guan)(guan)系(xi)。
(七)加強對(dui)產業(ye)(ye)(ye)工人(ren)主人(ren)翁地位的(de)(de)宣(xuan)傳引導。主流媒體要加大(da)對(dui)產業(ye)(ye)(ye)工人(ren)主人(ren)翁地位的(de)(de)宣(xuan)傳力度(du),創作(zuo)出版、制作(zuo)播(bo)出更多反映產業(ye)(ye)(ye)工人(ren)風(feng)貌的(de)(de)優秀文學藝(yi)術(shu)、網絡(luo)視聽和影視作(zuo)品等,營造崇尚勞模(mo)、尊重勞動、尊崇工匠(jiang)的(de)(de)社會(hui)氛圍。
四、適應新型工業化發展需求,完善產業工人技能形成體系
(八)推動現(xian)代職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)育(yu)高(gao)質(zhi)量(liang)發展(zhan)。加快構建(jian)(jian)職(zhi)(zhi)普融(rong)(rong)通、產(chan)(chan)教(jiao)(jiao)融(rong)(rong)合的(de)(de)職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)育(yu)體系。堅(jian)持以(yi)教(jiao)(jiao)促(cu)產(chan)(chan)、以(yi)產(chan)(chan)助教(jiao)(jiao)、產(chan)(chan)教(jiao)(jiao)融(rong)(rong)合、產(chan)(chan)學(xue)(xue)合作,培育(yu)一批行業(ye)(ye)(ye)領先的(de)(de)產(chan)(chan)教(jiao)(jiao)融(rong)(rong)合型(xing)企業(ye)(ye)(ye),打造(zao)一批核心(xin)課程、優質(zhi)教(jiao)(jiao)材、教(jiao)(jiao)師(shi)團隊、實(shi)踐項目。實(shi)施現(xian)代職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)(jiao)育(yu)質(zhi)量(liang)提升計(ji)劃、職(zhi)(zhi)業(ye)(ye)(ye)學(xue)(xue)校(xiao)教(jiao)(jiao)師(shi)素質(zhi)提高(gao)計(ji)劃,支(zhi)持大國工匠、高(gao)技(ji)能(neng)人(ren)才兼任職(zhi)(zhi)業(ye)(ye)(ye)學(xue)(xue)校(xiao)實(shi)習實(shi)訓教(jiao)(jiao)師(shi)。提升辦(ban)學(xue)(xue)條件和教(jiao)(jiao)學(xue)(xue)能(neng)力,創建(jian)(jian)一批具(ju)有較(jiao)高(gao)國際化水(shui)平的(de)(de)職(zhi)(zhi)業(ye)(ye)(ye)學(xue)(xue)校(xiao)。
(九)加大復合型(xing)技術技能(neng)人才(cai)(cai)培(pei)養(yang)(yang)(yang)力度(du)(du)。健全產(chan)業工(gong)(gong)人終身職業技能(neng)培(pei)訓制度(du)(du),為發(fa)展新(xin)質生(sheng)產(chan)力、推動高質量(liang)發(fa)展培(pei)養(yang)(yang)(yang)急(ji)需人才(cai)(cai)。大力實施技能(neng)中(zhong)國行動、職業教育(yu)現場工(gong)(gong)程師專項(xiang)培(pei)養(yang)(yang)(yang)計劃(hua)、青年技能(neng)人才(cai)(cai)鍛造行動,全面(mian)推進(jin)工(gong)(gong)學一體化技能(neng)人才(cai)(cai)培(pei)養(yang)(yang)(yang)模式(shi)。
(十)落(luo)實(shi)企(qi)業(ye)(ye)(ye)培(pei)(pei)養(yang)產業(ye)(ye)(ye)工(gong)(gong)人(ren)的(de)責任。構建以企(qi)業(ye)(ye)(ye)為主(zhu)體(ti)、職(zhi)業(ye)(ye)(ye)學校為基礎(chu),政府推(tui)動、社會支持、工(gong)(gong)會參(can)與的(de)技(ji)(ji)能(neng)人(ren)才培(pei)(pei)養(yang)體(ti)系。鼓勵大型企(qi)業(ye)(ye)(ye)制定(ding)技(ji)(ji)能(neng)人(ren)才發展戰略,健(jian)全產業(ye)(ye)(ye)工(gong)(gong)人(ren)培(pei)(pei)訓(xun)制度(du),積極(ji)開(kai)展公共職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)培(pei)(pei)訓(xun)。企(qi)業(ye)(ye)(ye)按規定(ding)足額提取和使(shi)用(yong)(yong)職(zhi)工(gong)(gong)教育經費,確保(bao)60%以上用(yong)(yong)于一線(xian)職(zhi)工(gong)(gong)教育和培(pei)(pei)訓(xun)。發揮工(gong)(gong)會系統、行(xing)業(ye)(ye)(ye)協會、社會培(pei)(pei)訓(xun)機構作用(yong)(yong),幫助中(zhong)小企(qi)業(ye)(ye)(ye)開(kai)展技(ji)(ji)能(neng)培(pei)(pei)訓(xun)。
(十一)促進產業(ye)工(gong)(gong)人知識更新(xin)和(he)學(xue)(xue)(xue)歷(li)提升(sheng)。實(shi)施產業(ye)工(gong)(gong)人繼續教(jiao)育項目(mu),鼓勵更多高等學(xue)(xue)(xue)校、開放(fang)大學(xue)(xue)(xue)開設勞(lao)模(mo)和(he)工(gong)(gong)匠(jiang)人才(cai)、高技能(neng)人才(cai)學(xue)(xue)(xue)歷(li)教(jiao)育班、高級研修班,舉辦勞(lao)模(mo)工(gong)(gong)匠(jiang)創新(xin)培訓(xun)(xun)(xun)營,持續深化勞(lao)模(mo)工(gong)(gong)匠(jiang)、高技能(neng)人才(cai)境(jing)外培訓(xun)(xun)(xun)和(he)國(guo)際交流活(huo)動。發(fa)揮國(guo)家各類職(zhi)業(ye)教(jiao)育智慧教(jiao)育平臺作(zuo)用(yong)。打造(zao)全國(guo)產業(ye)工(gong)(gong)人智能(neng)化技能(neng)學(xue)(xue)(xue)習平臺。充(chong)分發(fa)揮工(gong)(gong)人文(wen)化宮(gong)等社會(hui)公益陣(zhen)地作(zuo)用(yong),向農(nong)民(min)工(gong)(gong)、新(xin)就業(ye)形態勞(lao)動者提供普(pu)惠制、普(pu)及性(xing)技能(neng)培訓(xun)(xun)(xun)服務。
五、健全職業發展體系,促進產業工人成長成才
(十(shi)二)暢通產業工(gong)(gong)人(ren)向上發展通道(dao)。建立以創新(xin)能(neng)(neng)力、質(zhi)量、實(shi)效、貢獻(xian)為導(dao)向,注(zhu)重勞模精神、勞動精神、工(gong)(gong)匠精神培育和職(zhi)(zhi)業道(dao)德養(yang)成的技(ji)(ji)(ji)(ji)能(neng)(neng)人(ren)才(cai)評價體(ti)系(xi)。把大(da)國(guo)工(gong)(gong)匠、高技(ji)(ji)(ji)(ji)能(neng)(neng)人(ren)才(cai)納(na)入黨(dang)管人(ren)才(cai)總體(ti)安排統籌考慮(lv),支持各地將(jiang)急需緊缺技(ji)(ji)(ji)(ji)能(neng)(neng)人(ren)才(cai)納(na)入人(ren)才(cai)引進目錄。深入實(shi)施(shi)職(zhi)(zhi)業技(ji)(ji)(ji)(ji)能(neng)(neng)等(deng)(deng)級認定提質(zhi)擴面行動。健全“新(xin)八級工(gong)(gong)”職(zhi)(zhi)業技(ji)(ji)(ji)(ji)能(neng)(neng)等(deng)(deng)級制度。
(十三)貫通(tong)產業(ye)(ye)工(gong)人(ren)橫向(xiang)發(fa)展(zhan)機(ji)制。引(yin)導企業(ye)(ye)建立(li)健全產業(ye)(ye)工(gong)人(ren)職(zhi)業(ye)(ye)生涯(ya)指導計劃(hua)。推進(jin)學歷(li)教育學習(xi)成果(guo)、非學歷(li)教育學習(xi)成果(guo)、職(zhi)業(ye)(ye)技(ji)(ji)能等級學分(fen)轉換(huan)互認(ren)。建立(li)職(zhi)業(ye)(ye)資格、職(zhi)業(ye)(ye)技(ji)(ji)能等級與相應職(zhi)稱、學歷(li)的雙(shuang)向(xiang)比照認(ren)定制度,健全專業(ye)(ye)技(ji)(ji)術(shu)崗位、經營管理崗位、技(ji)(ji)能崗位互相貫通(tong)的長(chang)效機(ji)制。
六、維護勞動經濟權益,增強產業工人成就感獲得感幸福感
(十四(si))提(ti)高(gao)產(chan)業(ye)工(gong)人(ren)經濟收入(ru)。堅(jian)持多勞者(zhe)(zhe)多得、技高(gao)者(zhe)(zhe)多得、創新者(zhe)(zhe)多得,進一步完善收入(ru)分(fen)(fen)配(pei)制(zhi)度(du),提(ti)高(gao)勞動報酬(chou)在初次分(fen)(fen)配(pei)中(zhong)的(de)(de)比重。完善產(chan)業(ye)工(gong)人(ren)工(gong)資(zi)決定、合(he)理增(zeng)長、支付保障(zhang)機制(zhi),健全按要素分(fen)(fen)配(pei)政策制(zhi)度(du)。多措并舉推(tui)動企業(ye)建立健全基于崗(gang)位價值、能力素質、創新創造(zao)、業(ye)績貢(gong)獻的(de)(de)技能人(ren)才薪酬(chou)分(fen)(fen)配(pei)制(zhi)度(du),以提(ti)高(gao)技能人(ren)才薪酬(chou)待遇(yu)為(wei)重點開展工(gong)資(zi)集體協商(shang),探索對大國工(gong)匠、高(gao)技能人(ren)才實行(xing)年薪制(zhi)、協議工(gong)資(zi)制(zhi)和股權(quan)激勵等(deng)。指導有條(tiao)件的(de)(de)地區發(fa)布分(fen)(fen)職業(ye)(工(gong)種(zhong)、崗(gang)位)、分(fen)(fen)技能等(deng)級(ji)的(de)(de)工(gong)資(zi)價位信息。
(十五(wu))加(jia)強產(chan)業(ye)工(gong)(gong)人(ren)服務(wu)保(bao)障(zhang)。建立以社會保(bao)障(zhang)卡(ka)為載體的產(chan)業(ye)工(gong)(gong)人(ren)電子檔(dang)案,實現培訓信(xin)(xin)息(xi)與就業(ye)、社會保(bao)障(zhang)信(xin)(xin)息(xi)聯通(tong)共享、服務(wu)事項一網通(tong)辦。督促企業(ye)與產(chan)業(ye)工(gong)(gong)人(ren)簽訂書面勞(lao)動(dong)合同。嚴(yan)格規范勞(lao)務(wu)派遣用工(gong)(gong),保(bao)障(zhang)勞(lao)動(dong)者合法(fa)權(quan)益。堅持和發展新時代“楓(feng)橋經驗(yan)”,完(wan)善(shan)勞(lao)動(dong)爭議多元處理機制,妥(tuo)善(shan)化解(jie)勞(lao)動(dong)領域(yu)(yu)矛盾糾(jiu)紛。強化勞(lao)動(dong)保(bao)障(zhang)監察執法(fa),加(jia)強與勞(lao)動(dong)人(ren)事爭議調(diao)解(jie)仲裁聯動(dong),依法(fa)糾(jiu)治(zhi)勞(lao)動(dong)領域(yu)(yu)違法(fa)侵權(quan)行(xing)為。
(十六)有效維護產業(ye)(ye)工人(ren)(ren)安(an)(an)(an)全(quan)(quan)健康權益。壓實(shi)企(qi)業(ye)(ye)安(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產責任,實(shi)施高危(wei)行業(ye)(ye)領(ling)域從業(ye)(ye)人(ren)(ren)員(yuan)安(an)(an)(an)全(quan)(quan)技(ji)能提升專項(xiang)行動,發(fa)揮職(zhi)工代(dai)表大會對企(qi)業(ye)(ye)安(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產工作的監督作用。加強對高危(wei)行業(ye)(ye)建設(she)項(xiang)目的勞動安(an)(an)(an)全(quan)(quan)保護。加強職(zhi)業(ye)(ye)病防治。督促(cu)企(qi)業(ye)(ye)依法落(luo)(luo)實(shi)工時和休(xiu)(xiu)息(xi)休(xiu)(xiu)假制(zhi)度(du),健全(quan)(quan)并落(luo)(luo)實(shi)產業(ye)(ye)工人(ren)(ren)療(liao)養休(xiu)(xiu)養制(zhi)度(du),促(cu)進產業(ye)(ye)工人(ren)(ren)身心(xin)健康。
(十七(qi))做(zuo)好新(xin)就(jiu)(jiu)業(ye)(ye)(ye)(ye)形(xing)(xing)態(tai)勞動(dong)(dong)(dong)者(zhe)維權服務工(gong)作。研究推(tui)動(dong)(dong)(dong)新(xin)就(jiu)(jiu)業(ye)(ye)(ye)(ye)形(xing)(xing)態(tai)領域立法(fa)。全(quan)(quan)面推(tui)行工(gong)會(hui)(hui)勞動(dong)(dong)(dong)法(fa)律(lv)監(jian)督“一函兩書”,加強(qiang)對(dui)平(ping)臺企(qi)業(ye)(ye)(ye)(ye)和平(ping)臺用(yong)工(gong)合作企(qi)業(ye)(ye)(ye)(ye)的監(jian)管(guan)。積極(ji)做(zuo)好新(xin)就(jiu)(jiu)業(ye)(ye)(ye)(ye)形(xing)(xing)態(tai)勞動(dong)(dong)(dong)者(zhe)建(jian)(jian)會(hui)(hui)入(ru)會(hui)(hui)和維權服務工(gong)作,暢通(tong)訴求表(biao)達(da)渠道(dao),解決急難愁盼問題。健全(quan)(quan)靈活就(jiu)(jiu)業(ye)(ye)(ye)(ye)人員、農民工(gong)、新(xin)就(jiu)(jiu)業(ye)(ye)(ye)(ye)形(xing)(xing)態(tai)勞動(dong)(dong)(dong)者(zhe)社保制(zhi)(zhi)度,擴大(da)新(xin)就(jiu)(jiu)業(ye)(ye)(ye)(ye)形(xing)(xing)態(tai)勞動(dong)(dong)(dong)者(zhe)職業(ye)(ye)(ye)(ye)傷害保障試點(dian)。推(tui)動(dong)(dong)(dong)平(ping)臺企(qi)業(ye)(ye)(ye)(ye)建(jian)(jian)立與工(gong)會(hui)(hui)、勞動(dong)(dong)(dong)者(zhe)代表(biao)常(chang)態(tai)化(hua)溝通(tong)協商機制(zhi)(zhi)。
七、搭建建功立業平臺,發揮產業工人主力軍作用
(十八(ba))深入開展(zhan)勞動(dong)和技能(neng)競(jing)賽。圍繞重(zhong)(zhong)(zhong)大戰略(lve)、重(zhong)(zhong)(zhong)大工程(cheng)、重(zhong)(zhong)(zhong)大項目、重(zhong)(zhong)(zhong)點產業(ye),廣泛(fan)開展(zhan)各(ge)(ge)層(ceng)級(ji)多形(xing)式(shi)的(de)競(jing)賽活(huo)動(dong)。持續辦好各(ge)(ge)級(ji)各(ge)(ge)類(lei)職業(ye)技能(neng)賽事活(huo)動(dong)。支持企業(ye)開展(zhan)形(xing)式(shi)多樣的(de)勞動(dong)競(jing)賽、技能(neng)比武,不斷激發產業(ye)工人投身(shen)推動(dong)高質量發展(zhan)的(de)積極性(xing)主動(dong)性(xing)創造(zao)性(xing)。
(十九)激發產業(ye)工人創新(xin)創造活力。鼓勵(li)產業(ye)工人立(li)足工作(zuo)崗位、解決現場實(shi)際問題,廣(guang)泛(fan)開(kai)展面(mian)向生產(chan)全過(guo)程的技(ji)(ji)(ji)術(shu)(shu)革(ge)新(xin)、技(ji)(ji)(ji)術(shu)(shu)創(chuang)新(xin)、技(ji)(ji)(ji)術(shu)(shu)攻關、技(ji)(ji)(ji)術(shu)(shu)創(chuang)造(zao)和小(xiao)(xiao)(xiao)發(fa)明、小(xiao)(xiao)(xiao)創(chuang)造(zao)、小(xiao)(xiao)(xiao)革(ge)新(xin)、小(xiao)(xiao)(xiao)設計、小(xiao)(xiao)(xiao)建(jian)議等群眾性創(chuang)新(xin)活動,完(wan)善發(fa)揮(hui)企(qi)業班組(zu)作(zuo)用(yong)的制(zhi)度(du)。引導和支持大(da)國(guo)(guo)工匠、高技(ji)(ji)(ji)能人(ren)才參與(yu)重大(da)技(ji)(ji)(ji)術(shu)(shu)革(ge)新(xin)、科(ke)技(ji)(ji)(ji)攻關項(xiang)目。加強產(chan)業工人(ren)創(chuang)新(xin)成果知識產(chan)權保護(hu),做好產(chan)業工人(ren)申報國(guo)(guo)家科(ke)技(ji)(ji)(ji)進步獎等工作(zuo)。
(二十)發(fa)揮(hui)勞模和工(gong)匠人(ren)才的示范引領作(zuo)(zuo)用。加強勞模工(gong)匠創新(xin)(xin)(xin)(xin)工(gong)作(zuo)(zuo)室(shi)、技能(neng)大師(shi)工(gong)作(zuo)(zuo)室(shi)、職(zhi)工(gong)創新(xin)(xin)(xin)(xin)工(gong)作(zuo)(zuo)室(shi)、青創先鋒(feng)工(gong)作(zuo)(zuo)室(shi)等(deng)平臺建(jian)設。推(tui)動在專精特新(xin)(xin)(xin)(xin)中小(xiao)(xiao)企(qi)業、專精特新(xin)(xin)(xin)(xin)“小(xiao)(xiao)巨人(ren)”企(qi)業中加強創新(xin)(xin)(xin)(xin)工(gong)作(zuo)(zuo)室(shi)建(jian)設。鼓(gu)勵發(fa)展跨(kua)區域、跨(kua)行(xing)業、跨(kua)企(qi)業的創新(xin)(xin)(xin)(xin)工(gong)作(zuo)(zuo)室(shi)聯盟。實施“勞模工(gong)匠助企(qi)行(xing)”,促進專精特新(xin)(xin)(xin)(xin)中小(xiao)(xiao)企(qi)業發(fa)展。
八、壯大產業工人隊伍,不斷鞏固黨長期執政的階級基礎和群眾基礎
(二(er)十一(yi))穩定(ding)制(zhi)造(zao)業(ye)(ye)(ye)產業(ye)(ye)(ye)工(gong)人(ren)隊伍(wu)。支持制(zhi)造(zao)業(ye)(ye)(ye)企業(ye)(ye)(ye)圍(wei)繞轉型升(sheng)級和(he)產業(ye)(ye)(ye)基礎再造(zao)工(gong)程項目,實施制(zhi)造(zao)業(ye)(ye)(ye)技(ji)能根基工(gong)程和(he)制(zhi)造(zao)業(ye)(ye)(ye)人(ren)才支持計劃。統籌推進(jin)制(zhi)造(zao)業(ye)(ye)(ye)轉型升(sheng)級和(he)保持產業(ye)(ye)(ye)工(gong)人(ren)隊伍(wu)穩定(ding),支持和(he)引導企業(ye)(ye)(ye)加強(qiang)轉崗(gang)培訓,提高產業(ye)(ye)(ye)工(gong)人(ren)多崗(gang)位適應能力。
(二(er)十二(er))大(da)力培(pei)養大(da)國(guo)工匠(jiang)(jiang)。實施大(da)國(guo)工匠(jiang)(jiang)人才培(pei)育工程。持續辦好(hao)大(da)國(guo)工匠(jiang)(jiang)創新交流(liu)大(da)會暨大(da)國(guo)工匠(jiang)(jiang)論壇。加強巾幗工匠(jiang)(jiang)培(pei)養,充分(fen)發揮(hui)作用(yong)。廣泛深入開展工匠(jiang)(jiang)宣傳(chuan),在全社會大(da)力弘揚(yang)工匠(jiang)(jiang)精神,講好(hao)工匠(jiang)(jiang)故事,按規(gui)定開展表彰工作。
(二十三(san))吸引更(geng)多(duo)青年(nian)加(jia)入(ru)產(chan)(chan)業(ye)工(gong)人隊伍。加(jia)強政(zheng)策(ce)支持(chi)和(he)就業(ye)指導(dao)、就業(ye)服(fu)務(wu),搭建校企對接平臺。改善(shan)工(gong)作環境和(he)勞動條件,豐(feng)富精神文化生活,增強制造業(ye)崗位對青年(nian)的吸引力(li)。搭建產(chan)(chan)業(ye)工(gong)人成長發(fa)展平臺,引導(dao)更(geng)多(duo)大學生走技能成才、技能報國之路。
(二十四)把農(nong)民工(gong)(gong)(gong)培養成高素質現代產(chan)業(ye)工(gong)(gong)(gong)人。圍繞產(chan)業(ye)轉型(xing)升級(ji),加強對農(nong)民工(gong)(gong)(gong)的技能培訓,廣(guang)泛實施求(qiu)學圓(yuan)夢行動。促進(jin)農(nong)民工(gong)(gong)(gong)融入城市,進(jin)一步放開(kai)放寬城市落戶政策,促進(jin)進(jin)城農(nong)民工(gong)(gong)(gong)平等享(xiang)有城鎮基(ji)本公共(gong)服務(wu)。加大公益(yi)(yi)法律服務(wu)惠及(ji)農(nong)民工(gong)(gong)(gong)力(li)度,保障合法權益(yi)(yi),促進(jin)穩(wen)定就業(ye)。
九、加強組織領導,合力推進產業工人隊伍建設改革
(二十(shi)五)強化(hua)組(zu)織保障。各(ge)(ge)級黨(dang)委和政府要加強對產業工(gong)人隊(dui)(dui)伍(wu)建設(she)改(gai)革(ge)的(de)組(zu)織領導,強化(hua)統籌(chou)協調,結合實際(ji)抓好本意見貫徹落實。各(ge)(ge)級工(gong)會要牽頭抓總,各(ge)(ge)級產業工(gong)人隊(dui)(dui)伍(wu)建設(she)改(gai)革(ge)組(zu)織推進機構要加強分類指導,推動形(xing)成工(gong)作合力。推動促進產業工(gong)人隊(dui)(dui)伍(wu)建設(she)方面的(de)立法。
(二十六)發(fa)揮(hui)企(qi)(qi)業(ye)作(zuo)用。強化國有企(qi)(qi)業(ye)政治責任(ren),充分發(fa)揮(hui)中央企(qi)(qi)業(ye)和(he)地方大型國有企(qi)(qi)業(ye)帶(dai)動作(zuo)用。支持民營企(qi)(qi)業(ye)更好履行社會責任(ren)。鼓勵(li)企(qi)(qi)業(ye)將產業(ye)工(gong)人隊(dui)伍建設(she)改(gai)革情況納入(ru)企(qi)(qi)業(ye)社會責任(ren)報告(gao)、可持續發(fa)展(zhan)報告(gao)。發(fa)布推進產業(ye)工(gong)人隊(dui)伍建設(she)改(gai)革藍(lan)皮書。對推進產業(ye)工(gong)人隊(dui)伍建設(she)改(gai)革成效顯著的企(qi)(qi)業(ye),各級黨委和(he)政府以及工(gong)會等按規定予以表(biao)彰和(he)相(xiang)應政策支持。
(二十七(qi))健(jian)全社(she)會支持體(ti)系(xi)。加大對(dui)產業工人隊(dui)伍建(jian)設(she)改革的宣(xuan)傳力度,營(ying)造濃厚(hou)社(she)會氛(fen)圍。建(jian)立產業工人隊(dui)伍數據統計、調查(cha)、監測體(ti)系(xi)。加強產業工人隊(dui)伍建(jian)設(she)改革課題研(yan)究。
